Votre voix a été volée et l’on a tenté de voler votre avenir, mais personne n’a le droit de le faire, mais vous ne permettrez à personne ! Ceci est le drapeau dont la Géorgie s’est dotée et qui a déclaré pour la première fois à l’époque moderne sa Liberté et son Indépendance. Ceci est notre drapeau actuel qui en est la continuation, et devant ces deux drapeaux, je peux jurer que je serai avec vous jusqu’à la fin, sur ce chemin européen, et jusqu’à ce que nous atteignions la porte de l’Europe, ce qui n’est pas seulement notre rêve, mais une réalité. Nous n’avons pas d’autre avenir ni d’autre alternative, et nous ne voulons laisser à ce pays, et aux générations futures, que l’Indépendance, la Liberté, l’Européisme et cette identité géorgienne qui nous suit et qui nous est si précieuse ! Nous devons continuer à travailler pour présenter ces conclusions et exiger leur application. Ce n’est que la première étape. Je suis convaincue que les partis politiques vous diront bientôt comment ils comptent agir. Nous sommes unis – personne n’acceptera ces résultats injustes. This flag continues in today’s national flag, and before both, I can take an oath that I will stand with you to the very end on this European path, until we reach the gates of Europe-not a dream but as a reality and our future. We have no alternative, and there is nothing else we wish to leave to future generations but independence, freedom, European identity, and this Georgian identity that we carry with us, which is so precious. We are united – no one will accept these unjust results. Together, peacefully, as we are today, we will defend what is ours: your constitutional right to have your vote respected. For us- and for me personally- the only thing we have is the voice – voice of the people, the voice of the nation, which we must uphold. And we will – I am sure of it! This is no time for pessimism, giving up, or surrender. It is time to remain calm and determined, defending every vote wherever it was cast. A large number of votes were also stolen from the diaspora. და ამიტომ მინდა შეგახსენოთ კონსტიტუციაში თქვენს მიერვე ჩაწერილ მუხლი. მუხლი 78: “კონსტიტუციურმა ორგანოებმა თავიანთი უფლებამოსილების ფარგლებში მიიღონ ყველა ზომა ევროპის კავშირისა და ჩრდილოატლანტიკური ხელშეკრულების ორგანიზაციაში საქართველოს სრული ინტეგრაციის უზრუნველსაყოფად“. ამიტომ არ შემიძლია დღეს არ შეგახსენოთ სად იდექით გუშინ, როცა ხალხის მიერ მინიჭებულ მანდატის შესრულებას შეუდექით. თქვენ ძალაუფლების გამყარებას და გახანგრძლივებას. ქვეყნის მომავლისთვის აუცილებელი სასამართლო რეფორმა კი ჩიხშია შესული, თქვენმა ხელისუფლებამ არ გაარღვია ის მოჯადოებული წრე, რომელზეც წლებია ერთი და იგივე ადამიანები ტრიალებენ, რაც ასევე შეიძლება ემსახურებოდეს ძალაუფლების გამყარებას. „ქართული ოცნებიდან“ ნელნელა გადინება დაიწყეს განსხვავებული აზრისა და პოლიტიკური გემოვნების ადამიანებმა, თქვენს რიგებში რიგში, სწორედ იმ ევროპულ ქვეყნებთან და ინსტიტუტებთან, რომლებიც ტრადიციულად ითვლებოდნენ, როგორც ჩვენი მთავარი მხარდამჭერები. ამ ბოლო ორი წლის რიტორიკით და ქმედებებით თქვენ წაშალეთ და შეუცვალეთ გეზი თქვენს 9 წლიან მმართველობას და გადაუხვიეთ თქვენი ხალხის და ამომრჩევლის ნებას, მანდატს. ამ ყველაფრის შედეგად კი 2022 წლის 17 ივნისს საქართველომ ვერ მიიღო კანდიდატის სტატუსი. ახლა კი, არ შემიძლია არ გკითხოთ რატომ არ გესმით ხალხის დაჟინებული მოთხოვნა? ქართველმა ხალხმა არაერთხელ გამოხატა საკუთრი ნება და არჩევანი (31 მარტი, 9 აპრილი, 14 აპრილი, 26 მაისი) და დღესაც ხალხი გასაგებად გეუბნებათ რა მომავალი უნდა და სად არ უნდა. ქართველი ხალხი თქვენს გასაგონად სამჯერ გამოვიდა – არა პოლიტიკური პარტიების დაძახებით, არა უცხოელების კარნახით, არა დაკვეთით, არა ფულით, არა გადატრიალებისთვის, არა შეთქმულებისათვის, არამედ თავისი ევროპული მომავლისთვის. · 2020 წლის 20 ივნისს გითხრათ, რომ რუსეთი არ უნდა, არცერთი ფორმით და არცერთი წამით. · 2022 წლის 4 მარტს გითხრათ, რომ მეგობარ ქვეყნას, უკრაინას უცხადებს სოლიდარობას და ჩვენი ორი ქვეყნის ერთობლივ ევროპულ გზას ალტერნატივა არ აქვს. · 2023 წლის 7-8 მარტს, გითხრათ, როგორი მომავალი სურს, და რომ არასდროს შეეგუება ევროპული მომავლის დაკარგვას. ქართველი ხალხის გამოძახილი უაღრესად მკაფიო და ნათელია – ეს მსოფლიომ ძალიან კარგად გაიგო და დაინახა. ხელისფლებამ კი ვერ გაიგეთ, რომ ხალხის წინაშე თქვენ ხართ ვალდებულნი და თქვენ გაქვთ მანდატი, თქვენ ნამდვილად ვარ დარწმუნებული, რომ ქართველი ხალხის ნება უცვლელია! ახლა უნდა გიპასუხოთ იმაზე, თუ რა გააკეთა პრეზიდენტმა ქვეყნის ევროპული მიზნისთვის და ხალხის ნების აღსასრულებლად. ეს კითხვაც ხშირად ისმის. მოტივაციას ორმაგი მოქალაქეობის საკითხის ინიცირებისას და ეს მიზანი მიღწეული იქნა ჩემი დეპუტატობის დროს. ეროვნული ინტერესი მოითხოვს, რომ ჩვენ არ დავკარგოთ არცერთი ქართველი, რომელიც მონაწილეობდა 1991 პარტნიორებთან, სწორედ ამიტომ გადავწყვიტე აქტიურად ჩავერთო ამ პროცესში და ხელი შევუწყო ერთიან და კონსოლიდირებულ მუშაობას და ყველამ ერთად ისეთი რეალური შედეგი დავდოთ, რომელიც ევროკავშირის წევრობის Il a réussi à unir la nation autour de cet objectif et à mettre fermement le pays sur sa voie. J’ai choisi précisément cette date très symbolique pour me présenter devant vous, car , aujourd’hui aussi , la Géorgie est confrontée à un choix crucial. Comme à cette époque, quand l’intérêt national exigeait que le gouvernement prenne une mesure courageuse, aujourd’hui, c’est également l’intérêt national qui l’oblige à mener le pays vers la sécurité. Les 31 mars et 9 avril, le gouvernement a servi l’intérêt national du pays et celui du peuple géorgien. Aujourd’hui encore, l’intérêt national et les souhaits exprimés par les citoyens sont en accord, et l’objectif est également clair: c’est l’avenir européen. Le gouvernement doit maintenant aussi respecter la volonté de la nation géorgienne ! Et c’est pourquoi le peuple vous a donné le mandat, et c’est exactement pour cette vous êtes ici, et c’est à ce propos que je veux vous rappeler l’article que vous avez vous-même inscrit dans la constitution: Article 78 – « Les organes constitutionnels prennent toutes les mesures relevant de leurs compétences pour assurer la pleine intégration de la Géorgie dans l’Union européenne et l’Organisation du Traité de l’Atlantique Nord ». C’est pourquoi je ne peux que vous le rappeler aujourd’hui où vous en étiez rendus hier lorsque vous avez assumé l’accomplissement du mandat accordé par le peuple. Vous avez été le gouvernement qui a réalisé la volonté du peuple géorgien, vaincu l’autoritarisme et ramené le pays à un monde démocratique. Vous avez été le gouvernement qui a pris en charge pacifiquement la gouvernance par le biais d’élections, sans revanchisme, pour rétablir la justice en cohabitant avec l’ancien président (pour protéger l’image, le système démocratique et la réputation du pays). Vous avez été le gouvernement qui a uni presque tout le pouvoir de l’opposition de l’époque et créé une coalition multipartite au pouvoir, libéré le secteur des affaires de la terreur et de la pression, et ramené le pluralisme et la pleine liberté d’expression dans le paysage médiatique. En termes de relations extérieures, votre gouvernement a renforcé la course euro-atlantique du pays, détruit l’image et s’est emparé du monopole du gouvernement précédent (pour ainsi dire) sur la direction pro-occidentale. En 2012, le Premier ministre Ivanishvili a pris une décision politique pro-européenne en se rendant à Bruxelles pour sa première visite internationale. L’accord d’association UE-Géorgie a été signé en 2014, tandis qu’en 2016, la libéralisation du régime des visas a été réalisée. En 2018, notre avenir européen a été inscrit dans la constitution géorgienne; cette même année, je crois, le soutien à ma candidature présidentielle faisait partie de cette voie européenne. En 2019, la Conférence internationale de Batoumi – « La voie européenne de la Géorgie » s’est tenue avec succès avec la participation d’un grand nombre d’invités internationaux. En 2021, vous avez été le gouvernement qui a promis au peuple que la Géorgie se porterait candidate à l’UE d’ici 2024. Vous, le parti au pouvoir, avez unilatéralement appelé cette voie européenne « notre choix civilisé ». C’est pourquoi maintenant je ne peux que vous dire ou plutôt vous demander: où vous situez-vous et pourquoi vous êtes-vous éloignés de la volonté du peuple et du mandat qu’il vous avait accordé, que vous aviez accompli honorablement? Maintenant, je vais vous dire – aujourd’hui, vous êtes le gouvernement qui a lentement commencé à se transformer. Au lieu de renforcer les institutions de l’État en tant que pierre angulaire du pays, le système de parti unique et ses influences ont été renforcés. Les lois adoptées de manière accélérée (loi sur la surveillance, annulation du Service d’inspection de l’État de Géorgie, modification de la règle de nomination des juges, loi sur les agents étrangers) ne servent pas à renforcer la démocratie du pays ou le bien-être des citoyens, mais à consolider et à prolonger le pouvoir. La réforme judiciaire nécessaire à l’avenir du pays est dans l’impasse, votre gouvernement n’a pas brisé le cercle ensorcelé sur lequel roulent les mêmes personnes depuis des années qui peuvent aussi servir la consolidation du pouvoir. Des individualités ayant des points de vue et des goûts politiques différents ont commencé à fuir lentement le « rêve géorgien », pas une seule opinion dissidente n’est entendue dans vos rangs, car cela signifie automatiquement quitter le mandat. L’influence du parti sur le gouvernement et le parlement a commencé à se renforcer, le parti a été transformé en un espace de prise de décision, et le président du parti annonce à l’avance son opinion personnelle sur toutes les questions politiques. Plus important encore, le processus de prise de décision est devenu flou, ne disant rien sur [l’existence de] la discussion ouverte. Vous êtes le gouvernement qui, avec ses mesures déroutantes de ces dernières années, s’oppose à l’objectif étranger( international N.D.T) du pays et au mandat du peuple. En 2019, vous avez soulevé des doutes et des soupçons dans notre pays pour la première fois en amenant Gavrilov et en lui donnant un siège ici. Cependant, la véritable transfiguration de la politique étrangère du gouvernement commence en 2021, lorsque le président du parti « Rêve géorgien », Bidzina Ivanishvili, quitte la politique géorgienne. Ici commence une énorme ambiguïté sur la partie responsable de ce nouveau cours. Un exemple frappant en est l’insulte du président du Conseil européen et l’annulation du document, créé avec sa participation, sans que personne ne juge nécessaire de l’informer au moins. La même année, vous avez refusé le prêt de l’UE. Jamais vous n’avez mis fin à la rhétorique anti-européenne, blâmant et insultant nos partenaires – tout cela est finalement arrivé au point où l’ancien ambassadeur de l’Union européenne a quitté notre pays affublé de critiques et d’accusations (pas conformes aux mœurs géorgiennes). En ce qui concerne l’Ukraine, nous n’avons exprimé ni diplomatie, ni conscience, ni solidarité adaptée à notre histoire. Oui, nous adhérons aux résolutions de l’ONU, mais nous évitons ou nous nous distancions de toute autre solidarité morale et politique. Le 25 février, à un moment et à un endroit très inappropriés, nous annonçons que nous ne nous joignons pas aux sanctions, alors que l’affaire est tout à fait inverse et que nous pouvons affirmer que nous ne pouvons pas et ne voulons pas imposer de sanctions nationales, mais que nous rejoignons les sanctions internationales – personne n’a demandé plus ni à nous ni à la Moldavie. En outre, alors que toute l’Europe a jugé nécessaire de prendre ses distances avec la Biélorussie, nous en avons tenu compte et nous n’avons pas adhéré aux restrictions imposées par l’UE. Pendant ce temps, le président du Bélarus ne nous a pas pris en considération, nous et notre intégrité territoriale, a violé la loi sur les territoires occupés et a directement trahi les principes de non-reconnaissance. Bien mérité ! Au cours des deux dernières années, nous avons pris vivement soin de ne pas aggraver la situation de la Russie, ce qui pourrait être compréhensible pour un pays ayant des territoires occupés; Mais, il est incompréhensible pourquoi ne prenons-nous pas en considération nos amis et partenaires avec la même courtoisie et la même politesse. En conséquence, nous avons aujourd’hui fait entorse aux relations diplomatiques avant tout avec les pays et les institutions européennes qui ont traditionnellement été considérés comme nos principaux soutiens. Au cours des deux dernières années, par votre rhétorique et vos actions, vous avez effacé et changé l’orientation de vos neuf années de gouvernance et vous êtes détournés de la volonté et du mandat de votre peuple. En conséquence, le 17 juin 2022, la Géorgie n’a pas pu recevoir le statut de candidat. Maintenant, je ne peux m’empêcher de demander, pourquoi n’entendez-vous pas la demande persistante du peuple ? Les Géorgiens ont exprimé à plusieurs reprises leur volonté et leur choix (31 mars, 9 avril, 14 avril, 26 mai) et aujourd’hui aussi, ils vous disent clairement quel genre d’avenir ils veulent et vers quoi ils ne veulent pas retourner. Le peuple géorgien est sorti trois fois pour se faire entendre – non pas à l’appel des partis politiques, pas en suivant les directives de l’étranger, pas sur les ordres de quiconque, pas pour l’argent, pas pour la révolution, pas pour la conspiration – mais pour son avenir européen. Le 20 juin 2020, ils vous ont dit qu’ils ne voulaient pas de la Russie sous quelque forme que ce soit, même pour une seconde. Le 4 mars 2022, ils vous ont dit qu’ils étaient solidaires de notre pays ami, l’Ukraine, et qu’il n’y avait pas d’alternative à la voie européenne commune de nos deux pays. Les 7 et 8 mars 2023, ils vous ont dit quel genre d’avenir ils voulaient et qu’ils n’accepteraient jamais la perte de l’avenir européen. L’écho émanant du peuple géorgien est extrêmement direct et clair – le monde l’a vu et compris très clairement. Et vous – le gouvernement n’avez pas compris que vous êtes responsable envers le peuple et que vous avez un mandat. Le peuple géorgien vous a confié l’exécution de sa volonté. Peu importe à quel point il est vrai que l’opposition fait défaut – parfois parce qu’elle a annoncé des boycotts sans fin et gâché la situation, parfois en apportant et en défendant les messages préjudiciables pour le pays à Bruxelles et aux États-Unis – la part du lion de la responsabilité incombe toujours au Gouvernement. Par conséquent, peu importe à quel point vous essayez de blâmer les autres qui n’obtiennent pas de résultats – avec différentes méthodes, de faux scénarios, des complots, des stratagèmes et en insultant les gens – aux yeux du peuple, cela ne changera pas votre responsabilité et la négligence de leur volonté. Peu importe à quel point vous essayez de convaincre les peuples que l’Europe est contraire à nos intérêts nationaux, à nos valeurs ou même à la paix, vous n’y parviendrez pas. Depuis plus d’un siècle, le peuple géorgien sait ce qu’est l’Europe, pourquoi il veut l’Europe et que les valeurs européennes sont tout à fait conformes aux valeurs géorgiennes. Si nous regardons les recommandations européennes, il n’y a rien de nouveau. Il n’y a pas de menace d’aliénation, bien au contraire, c’est l’écho de nos valeurs traditionnelles. Qu’est-ce qui a divisé la dépolarisation et notre tolérance et notre miséricorde séculaires ? Qu’est-ce qui a divisé l’exigence européenne de réforme judiciaire et notre tradition enracinée dans les monuments du droit géorgien et notre besoin inné de justice? Qu’est-ce qui a divisé l’égalité des sexes et nos droits juridiques historiquement protégés des femmes (avant de nombreux autres pays) et le respect des femmes? Peu importe à quel point vous essayez de répandre des conspirations sur le deuxième front, le peuple géorgien ne sait que trop bien que l’idée de la création de l’Union européenne sert bien la paix et non la guerre. En Géorgie, l’Union européenne sert directement la paix du pays par l’intermédiaire de la Mission de surveillance de l’Union européenne et le développement pacifique. Par conséquent, peu importe à quel point vous essayez de dicter ces faux scénarios qui étaient typiques du gouvernement précédent et qui coïncident de manière suspecte avec les messages de la Russie et des séparatistes au peuple, vous ne réussirez pas. Le fait est que Tbilissi et Moscou parlent la même langue. Peu importe à quel point vous essayez de prouver que les intérêts européens et nos intérêts nationaux s’opposent, vous ne pouvez pas échapper à la réalité, car la protection du territoire, la désoccupation, le renforcement des forces de défense, la sécurité des personnes, le développement de l’économie et de l’éducation – tout cela est impossible sans une coopération et des liens étroits avec nos partenaires. Quelqu’un peut-il me dire qui finance le développement du câble sous-marin Black Sea Energy que vous saluez tant et avec qui il nous relie, sinon avec l’Europe? Quelqu’un peut-il me dire comment notre système éducatif isolé se développerait sans engagement avec l’environnement éducatif et scientifique européen? Et enfin, nous ne devons pas oublier que l’harmonisation avec les normes européennes a apporté des progrès importants tels que la sécurité du travail, la mise en conformité du code du travail avec les normes modernes, les normes de sécurité, les normes de protection de l’environnement, etc. Il est impossible de protéger les intérêts nationaux de la Géorgie en étant isolée et notre perspective européenne n’a pas d’alternative. Alors que jusqu’à présent, j’ai parlé de votre chemin flou de la période récente, qui pour moi et le peuple est incompréhensible, autant je comprends que, comme vous le mentionnez souvent, pour vous aussi mon discours et mon objectif sont incompréhensibles. Le rôle de la présidente sur la voie européenne L’objectif qui nous unit, moi et le peuple aujourd’hui, a également été décisif pour moi, même lorsque je me suis présenté devant vous lors des élections présidentielles. Et de plus, c’était le but constant de ma vie – emmener la Géorgie dans un monde dans lequel son identité, son indépendance, sa liberté et son avenir seraient intouchables. C’est l’achèvement de la libération de la pression soviétique ou russe et la réalisation des aspirations européennes séculaires de la Géorgie! Dans l’émigration, où j’ai grandi, cet objectif était la seule force motrice. Pendant les 70 années d’occupation soviétique, la lutte contre l’émigration politique a servi cet objectif. Bien qu’il n’ait pas eu le pouvoir de vaincre le pouvoir soviétique, il avait un autre pouvoir – la foi d’un avenir libre ! La lutte – pour préserver la langue, la culture et l’identité géorgiennes, pour sauver l’idée d’une Géorgie indépendante et pour affirmer sa place dans le monde libre et démocratique. Ceux qui pensaient à l’époque que cette espérance et cette foi étaient déconnectées, se sont retrouvés à côté de l’histoire. La même chose attend ceux qui ne comprennent toujours pas que le monde change et que personne ne peut gagner contre la volonté du peuple. Comme l’Union soviétique hier, la Russie devra faire face à une nouvelle réalité. Le même objectif m’animait quand, après la révolution des roses, j’ai accepté l’offre de Saakachvili de devenir ministre des Affaires étrangères. Je ne le regrette pas et je suis fiere des résultats obtenus – le retrait des bases russes du pays (le seul accord bilatéral au cours des deux derniers siècles et demi que la Russie n’a pas violé) et la mise en place de notre diplomatie sur une nouvelle base précisément, en raison de nos intérêts nationaux. Tous deux poursuivaient le même objectif : renforcer l’indépendance et la démocratie de l’État. Mon chemin avec le parti au pouvoir de l’époque s’est séparé précisément au moment où l’objectif principal déclaré – un avenir européen, libre et démocratique – était subordonné au maintien du pouvoir. Je n’ai pas changé, ils l’ont fait! C’était le même objectif qui m’animait lors des élections législatives et présidentielles – la conviction que le nouveau gouvernement nous conduirait à la sécurité et réaliserait notre rêve européen en même temps que notre rêve géorgien. Aujourd’hui, je dirai la même chose : je n’ai pas changé, et je veux croire que vous n’avez pas changé non plus ! Je suis sûr d’une chose : la volonté du peuple géorgien est incontestable ! Maintenant, je dois vous répondre sur ce que le Président a fait pour l’objectif européen du pays et pour répondre à la volonté du peuple. Cette question aussi est souvent entendue. rappelez-vous que le Président de la Géorgie agit conformément à la Constitution de la Géorgie : 1. Le Président de la Géorgie est le cheffe de l’État géorgien et la garante de l’unité et de l’indépendance nationale du pays. 2. Le Président de la Géorgie est le commandant en chef suprême des Forces de défense de la Géorgie. 3. Le Président de la Géorgie représente la Géorgie dans les relations extérieures. Peu importe à quel point vous essayez de me menacer de destitution, de me poursuivre devant la Cour constitutionnelle, de m’associer à certains pouvoirs politiques, d’essayer d’interdire mes visites internationales, de restreindre mes relations avec les autorités régionales, de critiquer mon Géorgien, de me salir moi et ma famille, ou de me blâmer – vous ne changerez pas mon objectif. Vous ne m’avez pas changé et ne me changerez pas. Comme on dit, laissez vos actes parler pour vous-même. Donc, maintenant, en ce qui concerne le travail que j’ai effectué: La protection des droits de nos citoyens à l’intérieur et à l’extérieur du pays a été ma motivation pour initier la double citoyenneté, et cela a été réalisé au cours de mon mandat de député. L’intérêt national exige de ne perdre aucun Géorgien ayant participé au référendum de 1991 et de ne perdre aucun de ses descendants. Cela signifie que nous devrions faciliter le processus de citoyenneté pour nos émigrants, pour notre population vivant dans les territoires occupés et pour ceux qui sont déjà revenus de Russie. Malheureusement, malgré mes efforts continus, cette question doit encore être entièrement résolue. Cela nécessite un changement d’approche et la réalisation de l’intérêt national, en particulier dans les conditions démographiques actuelles. Ici, je voudrais utiliser cette tribune et déclarer catégoriquement et faire comprendre au peuple que le Président n’a pas le droit de modifier la décision de la commission de la citoyenneté adoptée par la majorité. Ainsi, le peuple ne devrait pas être induit en erreur comme si le président pouvait changer la décision négative de la commission. La protection de la volonté et des aspirations de notre peuple est l’essence et l’objectif principal de mon travail, qui est renforcé par l’article 78 de notre Constitution. Depuis ma présidence, j’ai utilisé tous mes moyens (qui, comme vous le savez, ne sont pas en abondance) – contacts personnels, relations, visites officielles, plateformes internationales et médias internationaux, pour défendre et renforcer les aspirations et les réalisations européennes du pays (en fait, je vous défends). Plus en détail – en mars 2021, la visite de Charles Michel en Géorgie et la sienne, donc l’implication historique de l’Union européenne dans la résolution de la crise du pays a été réalisée par mes efforts. Le résultat a été obtenu le 19 avril au Palais Orbeliani, où le monde a vu l’image d’un pays démocratique uni : l’opposition, la majorité, le Président et l’Union européenne. Je ne reviendrai pas sur la question de savoir où nous en sommes aujourd’hui. Le 23 juin 2021, après quinze ans, grâce à mes efforts, se tiendra la visite officielle du président de la Géorgie dans notre pays ami et partenaire, l’Ukraine; Les relations diplomatiques reviennent à une phase normale (et malgré les efforts de certains Géorgiens-Ukrainiens pour que la visite échoue ou qu’elle ne devienne pas une réalité du tout), cela m’a ouvert la porte pour commencer à travailler sur le sommet de Petra. Le 19 juillet 2021, un sommet historique de haut niveau de Petra s’est tenu en Géorgie – la Géorgie, l’Ukraine, la Moldavie et l’Union européenne [debout ensemble], où le monde a vu la Géorgie comme un leader, un initiateur et un chef de file sur la voie européenne. À la fin du sommet, notre unité était quelque chose dont nous pouvions être fiers et solennels – le président, le Premier ministre et nos amis se tenant ensemble, espérant regarder notre avenir européen. Je ne reviendrai pas sur la question de savoir où nous en sommes aujourd’hui. Mes démarches à différentes étapes pour sortir le pays de la crise et protéger la voie européenne : J’ai utilisé mon droit discrétionnaire (et tout le monde sait que c’était une décision difficile pour moi). Mais, malheureusement, les trois grâces présidentielles n’ont pas eu l’impact escompté ni sur l’issue politique ni sur la dépolarisation. J’ai utilisé mon influence constitutionnelle. J’ai opposé mon veto aux lois qui contredisaient notre processus d’intégration européenne. Je ferai de même à l’avenir lorsque notre avenir européen sera menacé J’ai proposé l’initiative du processus d’accord national, qui visait à réduire les niveaux de polarisation et à parvenir à un accord public autour des principaux intérêts nationaux du pays. Bien que le processus ait gagné le soutien de la population au début, après le déclenchement de la guerre en Ukraine, le processus n’aurait pas pu et ne peut pas être poursuivi dans sa forme initiale. Cependant, aujourd’hui, il est déjà clair que la société est complètement dépolarisée et s’accorde sur deux questions cruciales: l’intégration européenne et la solidarité avec l’Ukraine. Je ne peux pas m’attribuer le mérite de cette réalisation, mais je déclare mon plein soutien et c’est pourquoi je me suis adressé aux citoyens réunis à Rustaveli Avenue le 4 mars 2022 et récemment le 8 mars de New York. Même si notre réputation a été entachée par le fait que nous n’avons pas obtenu le statut de candidat, j’ai considéré qu’il était de mon devoir de renouveler mon activité internationale, tant au niveau officiel que dans les médias internationaux, afin de protéger les intérêts européens du pays et de plaider pour que nous ne méritions pas un deuxième refus et que nous n’en recevions pas. Je salue ici la dernière déclaration de Charles Michel, qui ouvre une nouvelle fenêtre d’opportunité pour nous (pas seulement le statut, mais aussi l’ouverture des négociations). Enfin, j’ai récemment reçu une invitation du président du Parlement européen à prononcer un discours au Parlement européen, qui n’a pas eu lieu depuis 2010. Le 18 avril, je m’adresserai au Parlement européen. Je sais que ce ne sera pas facile, mais l’Europe doit comprendre et écouter ce que nos citoyens ont à dire. Le rôle du président du pays ne s’arrête pas là; Aujourd’hui, nous sommes confrontés à une crise, et en ce moment, il est logique que lorsque le peuple et le gouvernement ont du mal à se parler, l’institution du président représente l’organe constitutionnel équilibrant et unificateur. De tels exemples ont été récemment montrés par le Président Isaac Herzog d’Israël et plus tôt par le Président de l’Italie, Sergio Mattarella. Ainsi, dans un tel environnement, je réalise pleinement le pouvoir de l’institution du président. Je sais pertinemment qu’il n’y a pas de temps pour la division et la confrontation, et j’ai l’intention d’utiliser pleinement tous mes moyens pour protéger et réaliser la volonté du peuple. Cela exige une consolidation et une unification complètes du pays. Aujourd’hui, nous sommes tous confrontés à un choix: un gouvernement qui a encore une chance de revenir à son mandat, une société qui doit maintenir la stabilité, sans laquelle nous perdons toutes les chances. Nous ne pouvons plus nous leurrer ! D’une part, le gouvernement ne sera pas en mesure d’obtenir des résultats avec seulement la mise en œuvre formelle de douze recommandations et sans le soutien de la population (aujourd’hui, nous avons beaucoup entendu parler de sa mise en œuvre formelle). D’autre part, par les seules manifestations, ni le secteur public ni les partis politiques n’obtiendront de résultats. Sans accomplir des tâches réelles, les présenter sous la bonne forme et les livrer à la bonne destination, nous ne pouvons pas accomplir la volonté du peuple. Étant donné qu’il a été impossible jusqu’à présent de protéger et de renforcer l’image de la Géorgie et sa position européenne auprès de nos partenaires européens, j’ai décidé de m’engager activement dans ce processus et de contribuer au travail uni et consolidé, et pour nous tous d’obtenir un résultat tangible qui nous apportera le statut de candidat à l’UE. J’accepte cette responsabilité parce que je suis le président de tout le monde et que je ne représente aucune partie autre que celle du peuple géorgien. Nous ne devons pas laisser passer notre chance et quiconque sera en mesure d’y parvenir pourra également dire: « En ce jour, la volonté de la nation géorgienne a été accomplie. » Je vous félicite en ce jour et félicite le peuple géorgien pour cette victoire historique, en souhaitant d’autres victoires futures! version anglaise Mr. Speaker of Parliament, Mr. Prime Minister, Honorary Members of the Parliament, Members of the Government, Members of the Constitutional Court, Chairmen of the Autonomous Republics of Abkhazia and Adjara, Representatives of the Georgian Orthodox Church, Members of the Diplomatic Corps and representatives of international organizations, To the whole community, Before starting my address, I want to express solidarity with our friend Ukraine. Today is the one-year anniversary of the Bucha Tragedy. I want to ask you all to stand up and observe a minute of silence in honor of the victims. March 31st, for us historically is an extremely important date. This is a date when the Georgian people held a referendum that decided their future. “The will of the Georgian nation has been fulfilled” – with these words Zviad Gamsakhurdia declared the restoration of Georgia’s independence on April 9th. He managed to unite the nation around this goal and to firmly put the country on its path. I have chosen precisely this very symbolic date to appear before you, as Georgia, today too, faces a crucial choice. Similar to back then, when the national interest required the government to take a courageous step, today, it is the national interest indeed that requires them to lead the country to safety. On March 31st and April 9th, the government served the country’s national interest and that of the Georgian people. Today too, the national interest and people’s expressed wishes are in agreement, and the objective is also clear – it’s the European future. The government now too has to fulfill the will of the Georgian nation! This is why the people granted you the mandate, this is exactly why you are here, and this is why I want to remind you of the article you yourself have inscribed in the constitution: Article 78 – “ The constitutional bodies shall take all measures within the scope of their competences to ensure the full integration of Georgia into the European Union and the North Atlantic Treaty Organization”. This is why I cannot but remind you today where you stood yesterday when you took on the fulfillment of the mandate granted by the people. You were the government that fulfilled the will of the Georgian people, defeated authoritarianism, and returned the country to a democratic world. You were the Government that took over the governance peacefully through elections, without revanchism, set to restore justice and to cohabitate with the former president (to protect the country’s face, democratic system, and reputation). You were the government that united nearly all of the opposition power of the time and created a multi-party ruling coalition, freed the business sector from terror and pressure, and returned pluralism and full freedom of speech to the media landscape. In terms of foreign relations, your government strengthened the country’s Euro-Atlantic course, destroyed the image and seized the previous Government’s monopoly (so to speak) over the pro-western direction. In 2012, Prime Minister Ivanishvili made a pro-European political decision by traveling to Brussels on his first international visit. The EU-Georgia Association Agreement was signed in 2014, while in 2016 visa liberalization was achieved. In 2018, our European future was inscribed in Georgia’s constitution; that same year, I believe, support for my presidential candidacy was part of this European route. In 2019, Batumi International Conference – “Georgia’s European Path” was held successfully with the participation of a large number of international guests. In 2021, you were the government that promised the people that Georgia would apply for the EU candidacy by 2024. You, the ruling party, unilaterally called this European path “our civilized choice”. This is why now I cannot but tell or rather ask you: where do you stand and why did you distance yourselves from the people’s will and the mandate granted by them, which you had been fulfilling honorably? Now I’ll tell you – today, you are the government that has slowly started to transform. Instead of strengthening state institutions as the country’s cornerstone, the one-party system and its influences are being strengthened. The laws adopted in an accelerated manner (Surveillance law, cancellation of the State Inspector Service of Georgia, changes to the rule on appointing judges, the Foreign Agent Law) serve not to strengthen the country’s democracy or citizens’ well-being, but to consolidate and prolong the power. The judicial reform necessary for the country’s future is at a deadlock, your government did not break the enchanted circle on which the same people are rolling for years now that can also serve the consolidation of power. Individuals with different views and political tastes started to slowly flee the “Georgian Dream”, not a single dissenting opinion is heard in your ranks, as it automatically means leaving the mandate. The party’s influence on government and parliament began to strengthen, the party has been transformed into a decision-making space, and the chairman of the party announces personal opinion on all political matters in advance. Most importantly, the decision-making process has become blurred, not saying anything about [the existence of] the open discussion. You are the government that with its puzzling steps of recent years opposes the country’s foreign objective and people’s mandate. In 2019, you raised doubts and suspicions around our country for the first time by bringing Gavrilov and giving him a seat here. However, the real transfiguration of the government’s foreign policy begins in 2021, when then chairman of the “Georgian Dream” party Bidzina Ivanishvili leaves Georgian politics. Here starts a massive ambiguity about the responsible party for this new course. A vivid example of this, I will say directly, is the insult of the leader of the European Council and the annulment of the document, created with his participation, without no one deeming it necessary to at least inform him. That same year, you refused the EU loan. Never did you end anti-European rhetoric, blaming and insulting our partners – all of it finally got to the point where the former ambassador of the European Union left our country accompanied by criticism and accusations (not fit to the Georgian manners). In relation to Ukraine, we expressed neither diplomacy, nor consciousness or solidarity fit to our history. Yes, we do join the UN resolutions, but avoid or distance ourselves from expressing any other moral-political solidarity. On February 25th, at a very inappropriate time and location, we announce that we are not joining the sanctions, when the case is quite the opposite and we can state that we cannot and will not impose national sanctions, but join the international ones – no one has asked more either from us or from Moldova. Moreover, while entire Europe deemed it necessary to distance themselves from Belarus, we took them into consideration and did not join the EU imposed restrictions. Meanwhile, the President of Belarus did not take us and our territorial integrity into consideration, violated the Law on Occupied Territories, and directly betrayed the principles of non-recognition. Well deserved! During the past two years, we vividly take caution not to aggravate Russia, which might be understandable for a country with occupied territories; but, is incomprehensible why do we not take into consideration our friends and partners with the same courtesy and politeness. As a result, today we have strained diplomatic relations first of all with the European countries and institutions that traditionally have been considered as our main supporters. Over the past two years, with your rhetoric and actions, you erased and changed the direction of your nine years of governance and diverted from your people’s will and mandate. As a result, on June 17th, 2022, Georgia could not receive the Candidate status. Now, I cannot help but ask, why do you not hear people’s persistent demand? Georgian people have repeatedly expressed their will and choice (March 31st, April 9th, April 14th, May 26th ) and today too, they clearly tell you what kind of future they want and where they don’t want to return to. Georgian people came out three times to make themselves heard – not by the call of the political parties, not by the directives from the foreigners, not by anyone’s orders, not for money, not for the revolution, not for the conspiracy – but for its European future. On June 20, 2020, they told you, they do not want Russia in any form for even a second. On March 4, 2022, they told you, they stand in solidarity with our friendly country Ukraine and the joint European path of our two countries has no alternative. On March 7-8, 2023 they told you what kind of future they want and that they will never accept the loss of the European future. The echo of the Georgian people is extremely direct and clear – the world has seen and understood it very clearly. And you – the government did not understand that you are responsible to the people and you have a mandate. The Georgian people entrusted you with the execution of their will. No matter how true it is that the opposition has a fault – sometimes because of announcing endless boycotts and spoiling the case, sometimes by bringing and advocating the damaging messages for the country in Brussels and the US – the lion’s share of the responsibility still lies with the Government. Therefore, no matter how hard you try to blame others for not achieving results – with different methods, fake scenarios, conspiracies, schemes, and by insulting people – in people’s eyes, it will not alter your responsibility and the negligence of their will. No matter how hard you try to convince the people that Europe is against our national interests, values, or even peace, you will not be successful in doing so. For more than a century now, the Georgian people know what Europe is, why they want Europe, and that European values are completely in line with the Georgian ones. If we look at the European recommendations, there is nothing new. There is no threat of alienation, quite the contrary, it is the echo of our traditional values. What divided depolarization and our century-long tolerance and mercifulness? What divided the European requirement of judicial reform and our tradition rooted in the monuments of the Georgian law and our innate need for justice? What divided gender equality and our historically protected women’s legal rights (preceding many other countries) and respect for women? No matter how hard you try to spread conspiracies on the second front, the Georgian people know all too well that the idea of the creation of the European Union indeed serves peace, not war. In Georgia, the European Union directly serves the country’s peace through the European Union Monitoring Mission and peaceful development. Therefore, no matter how hard you try to dictate these fake scenarios that were typical of the previous government and that suspiciously coincide with Russia and separatists’ messages to people – you will not be successful. The fact is that Tbilisi and Moscow speak the same language. No matter how hard you try to prove that European interests and our national ones oppose each other, you cannot evade the reality, as the protection of territory, de-occupation, strengthening of the defense forces, the safety of the people, development of the economy and education – all of these are impossible without close cooperation and connections with our partners. Can anyone tell me who is financing the development of the Black Sea Energy submarine cable that you acclaim so much and whom it connects us with, if not with Europe? Can anyone tell me how our isolated educational system would develop without engagement with the European educational and scientific environment? And finally, we should not forget that the harmonization with European standards brought important progress such as labor safety, bringing the labor code into compliance with modern standards, safety norms, environmental protection standards and etc. It is impossible to protect Georgia’s national interests by being in isolation and our European Perspective has no alternative. While so far, I have spoken about your blurred path of recent period, which for me and the people is incomprehensible, that much I understand that as you often mention, for you too my discourse and goal are incomprehensible. President’s Role on the European Path The goal that unites me and the people today was also decisive to me even when I stood before you in the presidential elections. And moreover, this was the constant goal of my life – to take Georgia into a world in which its identity, independence, freedom, and future would be untouchable. That is the completion of the liberation from Soviet or Russian pressure and the fulfillment of Georgia’s centuries-old European aspirations! In emigration, where I grew up in, this goal was the only driving force. During the 70 years of Soviet occupation, the fight of political emigration served this one goal. Although it did not have the leverage to defeat the Soviet power, it did have another power – the faith of a free future! The fight – to preserve the Georgian language, culture, and identity, to save the idea of an independent Georgia, and to assert its place in the free and democratic world. Those who thought at that time that this hope and faith were out of touch, found themselves beside history. The same awaits those who still do not understand that the world is changing and no one can win against the will of the people. Like the Soviet Union yesterday, Russia will have to face a new reality. The same goal was driving me when after the Rose revolution, I accepted Saakashvili’s offer to become the Foreign Minister. I do not regret it and moreover, am proud of the achieved results – the withdrawal of Russian bases from the country (the only bilateral agreement during the past two and a half centuries that Russia has not violated) and setting our diplomacy on a new footing precisely, because of our national interests. Both served the same objective – strengthening the state’s independence and democracy. My road with then ruling party parted precisely when the main declared objective – European, free, democratic future was subordinated to the maintenance of power. I have not changed, they had! It was the same goal driving me in Parliamentary and Presidential elections – the belief that the new government would lead us to safety and would fulfill our European dream along with our Georgian dream. Today, I will say the same: I have not changed, and want to believe that you have not changed either! I am sure of one thing – that the will of the Georgian people is indisputable! Now I must answer you what the president has done for the country’s European objective and to fulfill the will of the people. This question too is often heard. I remind you that the President of Georgia acts according to the Constitution of Georgia: 1. The President of Georgia is the Head of the state of Georgia and is the guarantor of the country’s unity and national independence. 2. The President of Georgia is the Supreme Commander-in-Chief of the Defence Forces of Georgia. 3. The President of Georgia shall represent Georgia in foreign relations. No matter how hard you try to threaten me with impeachment, sue me in the Constitutional court, associate me with certain political powers, try prohibiting my international visits, restrict my relations with regional authorities, critique my Georgian, slender me and my family, or blame anything on me – you will not change my goal. You have not and will not change me. As they say – let your deeds speak for yourself. So, now in terms of the work that I’ve carried out: Protecting the rights of our citizens inside and outside the country was my motivation for initiating dual citizenship, and it has been achieved during my term as MP. The national interest demands not to lose any Georgians who participated in the 1991 referendum and not to lose any of their descendants. It means that we should make the citizenship process easier for our emigrants, for our population living in the occupied territories, and for those who have already returned from Russia. However, unfortunately, despite my continuous efforts, this issue still needs to be fully resolved. It requires a change of approach and realization of national interest, especially in today’s demographic conditions. Here, I would like to use this podium and categorically declare and let the people understand that the president has no right to change the citizenship commission’s decision adopted by the majority. So, the people should not be misled as if the President can change the commission’s negative decision. Protection of our people’s will and aspiration is the essence and main objective of my work, which is strengthened by the Article 78 of our constitution. Since my presidency, I have used all of my means (which as you know are not in abundance) – personal contacts, connections, official visits, international platforms, and international media, to defend and strengthen the country’s European aspirations and achievements (as a matter of fact, I’m defending you). In more detail – in March 2021, Charles Michel’s visit to Georgia and his, thus the European Union’s historic involvement in resolving the country’s crisis was carried out by my efforts. The result was achieved on April 19th in the Orbeliani Palace, where the world saw the image of a democratic country standing together: the opposition, the majority, the President, and the European Union. I won’t return to the issue of where we stand today. On June 23, 2021, after fifteen years, with my efforts, the official visit of the President of Georgia to our friend and partner country, Ukraine is being held; diplomatic relations are returning to a normal phase, (and despite some Georgian-Ukrainians’ efforts to make the visit unsuccessful or it not becoming a reality at all), it opened a door for me to start working on the Petra Summit. On July 19, 2021, a historic high-level Petra Summit was held in Georgia – Georgia, Ukraine, Moldova, and the European Union [standing together], where the world saw Georgia as a leader, initiator, and frontrunner on the European path. At the end of the summit, our unity was something to be proud and solemn of – the President, the Prime Minister, and our friends standing together, hopefully looking at our European future. I won’t return to the issue of where we stand today. My steps at different stages of getting the country out of the crisis and protecting the European path: I used my discretionary right (and everyone knows it was a tough decision for me). But, unfortunately, the three presidential pardons had not had the desired impact either on the political outcome or on depolarization. I used my constitutional leverage. I vetoed laws that contradicted our European integration process. I will do the same in the future when our European future is under threat. I offered the initiative of the national accord process, which aimed at decreasing the levels of polarization and reaching public agreement around the main national interests of the country. While the process gained people’s support in the beginning, after the war in Ukraine broke out, the process could not have been and cannot be continued in its initial form. However, today it’s already clear that the society is completely depolarized and agrees on two crucial issues: European integration and solidarity with Ukraine. I cannot take credit for this achievement, but I declare my full support and this is why I addressed the citizens gathered at Rustaveli Avenue on March 4, 2022, and recently on March 8th from New York City. Even though our reputation has been damaged after not being granted the candidate status, I considered it my duty to once again renew my international activity, both at the official level and in international media to protect the country’s European interest and to advocate that we don’t deserve a second refusal nor should we be given one. Here, I welcome Charles Michel’s latest statement, which opens a new window of opportunity for us (not just the status, but also the opening of negotiations). And finally, I have recently received an invitation from the President of the European Parliament to deliver a speech in the European Parliament, which has not taken place since 2010. On April 18th, I will address the European Parliament. I know it will not be easy, but Europe must understand and listen to what our people have to say. The role of the president for the country does not end there; today, we are facing a crisis, and at this time, it is logical that when the people and the government find it difficult to talk to each other, the institution of the president represents the balancing and unifying constitutional body. Such examples were recently shown by President Isaac Herzog of Israel and earlier by the President of Italy, Sergio Mattarella. Thus, in such an environment, I fully realize the power of the President’s institution. I know for a fact that there is no time for division and confrontation, and I intend to fully use all of my means to protect and fulfill the will of the people. It requires a complete consolidation and unification of the country. Today we are all faced with a choice: a government that still has a chance to return to its mandate, a society that must maintain stability, without which we lose all chances. We can no longer deceive ourselves! On the one hand, the government will not be able to achieve results with only the formal implementation of twelve recommendations and without the support of the people (today we heard extensively of its formal implementation). On the other hand, by protests only, neither the public sector nor political parties will achieve any results. Without completing actual tasks and presenting them in the right form and delivering them to the right destination, we cannot fulfill the people’s will. Since so far, it’s been impossible to protect and reinforce Georgia’s image and European position with our European partners, I’ve decided actively engage in this process and contribute to the united and consolidated work, and for all of us to deliver a tangible result that will bring us EU candidate status. I accept this responsibility because I am everyone’s president and do not represent any side except that of the Georgian people. Cela met fin à la lutte centenaire de notre pays. Une ère qui a commencé le 26 mai 1918 avec l’indépendance de la Géorgie a pris fin avec l’invasion et l’occupation de la 11e armée russe. Le 26 mai 2021, alors que nous célébrons le 30e anniversaire de la restauration de l’indépendance, nous assistons à un tournant du destin alors que vous retournez dans votre patrie avec tous les honneurs militaires. Général Kvinitadze, Votre retour en Géorgie est un jour historique pour l’armée géorgienne, car vous êtes l’incarnation de la dignité, de la persévérance et du courage de cette armée. Invincible Commandant en chef de Géorgie… Vous êtes invincible dans la mesure où les jeunes cadets sont éduqués dans une école qui porte fièrement votre nom en ayant l’exemple de votre attitude courageuse et de votre patriotisme C’est une vraie victoire sur l’ennemi. C’est un jour historique pour l’émigration géorgienne. Il est symbolique que l’un des fils de l’émigration les plus éminents, le dernier et le plus puissant commandant en chef de la première République démocratique de Géorgie, rencontre une enfant de cette émigration, l’actuel Commandant en chef Suprême et Présidente de Géorgie. 100 ans après votre départ, notre rencontre sur la terre libre géorgienne signifie que vote foi, celle de mon père et de tous les émigrés géorgiens est devenue réalité : la Géorgie est immortelle et le rétablissement de l’indépendance est inévitable ! C’est une croyance qui n’a pas faibli depuis des décennies et qui se justifie aujourd’hui ! C’est pourquoi je suis venue ici aujourd’hui non seulement en tant que petite fille qui se tenait dans l’ombre sous l’impression de vous voir avec les anciens, mais aussi en tant que Commandant en Chef Suprême et Présidente, et donc, votre successeur. Tout autour de vous aujourd’hui, la Géorgie est unie, c’est-à-dire que le rêve que vous avez eu pendant la guerre et toute votre vie, lorsque vous avez servi de loin l’objectif de la libération et de l’Indépendance de la Géorgie, s’est réalisé. Aujourd’hui, n’est pas un jour de deuil, mais un jour de victoire plein de nouveaux espoirs ! Je veux que les jeunes générations croient comme vous en l’avenir de notre pays et comprennent l’importance d’être fidèles au service de l’État comme vous l’avez été. Je tiens à vous remercier au nom de tous pour cette fidélité et ce dévouement. Que la terre géorgienne natale soit légère pour vous et votre épouse Mariam. Nous nous sommes réunis ce mardi en l’église géorgienne Sainte Nino à Paris pour le service funèbre en la mémoire du général Giorgi Kvinitadze qui sera inhumé au Panthéon de Mtatsmidna à Tbilissi, le 26 mai prochain. Voici mon discours prononcé à cette occasion :

Mesdames, Messieurs,
Chers amis,
Nous célébrons aujourd’hui la mémoire du général Guiorgui Kvinitadzé, ancien chef d’État-major de la République démocratique de Géorgie et héros de la résistance géorgienne face à l’invasion soviétique de notre pays.
Son tombeau va enfin rejoindre la terre de ses ancêtres. Il côtoiera désormais, au-delà de la mort, les plus illustres de ses compatriotes.
Militaire aguerri, ayant servi en Pologne, en Extrême-Orient, dans le Caucase et dans l’empire ottoman, le général Kvinitadzé est le digne héritier de cette longue tradition d’excellence militaire qui fait la fierté de notre nation.
Nommé à trois reprises au poste de commandant en chef des forces armées de la République démocratique de Géorgie, entre 1919 et 1921, il mit au service de notre pays son expérience de fin stratège et d’organisateur militaire alors que la Géorgie était menacée de toute part. Fondateur et directeur de l’École militaire de Tbilissi, il inspira pour toute une génération de futurs officiers géorgiens les valeurs les plus nobles de dévouement et de courage.
Rappelé aux plus hautes fonctions militaires en avril 1920, le général Kvinitadzé repoussa héroïquement, à la tête des cadets de l’École militaire de Tbilissi, une première tentative d’insurrection montée par des partisans bolchéviques à la solde de la Russie. Rappelé à nouveau en février 1921 comme commandant en chef des forces armées, il organisa brillamment la défense du pays, frappé par les assauts répétés de la Russie et de l’Empire Ottoman.
S’il ne put conduire la Géorgie à la victoire, face à des ennemis très largement supérieurs en nombre, le général Kvinitadzé sut réserver aux forces soviétiques une âpre résistance, s’appuyant sur l’héroïsme d’une jeunesse géorgienne éprise de liberté et de gloire militaire.
Comme le rappellera quelques années plus tard l’écrivain français Raymond Duguet, cette dure campagne menée par le général Kvinitadzé révéla « (…) à ceux qui ne les connaissaient pas encore le patriotisme intense, la bravoure sublime et les qualités militaires géorgiennes. »
Ce témoignage nous rappelle que l’amour de la Géorgie constitue la plus grande richesse et la plus intense des forces dont nous puissions disposer pour construire, dans l’unité, un avenir à la hauteur de nos espérances : celles d’une Géorgie libre, ancrée inébranlablement dans la démocratie et l’état de droit.
Le transfert du cercueil du général Kvinitadzé au Panthéon de Mtatsminda nous rappelle que la Géorgie n’oublie pas ses héros. Elle les honore avec une foi constante car ils sont le cœur et l’âme vibrants de la nation.

დღეს ჩვენ მივაგებთ პატივს საქართველოს დემოკრატიული რესპუბლიკის შეიარაღებული ძალების მთავარსარდლის, საქართველოში საბჭოთა ჯარების შემოჭრისას წინააღმდეგობის მოძრაობის გმირის, გენერალი გიორგი კვინიტაძის ხსოვნას.
იგი საბოლოო განსასვენებელს თავის წინაპრების მიწაზე, ყველაზე სახელოვანი თანამემამულეების გვერდით დაიმკვიდრებს.
გამოცდილი სამხედრო, რომელიც მსახურობდა პოლონეთში, ახლო აღმოსავლეთში, კავკასიასა თუ ოსმალეთის იმპერიაში, იმ ხანგრძლივი ბრწყინვალე სამხედრო ტრადიციის ღირსეული მემკვიდრეა რომელიც ჩვენი ერის სიამაყეს წარმოადგენს.
1919–1921 წლებში, გენერალი კვინიტაძე სამჯერ დაინიშნა საქართველოს დემოკრატიული რესპუბლიკის შეიარაღებული ძალების მთავარსარდლად და იმ ვითარებაში, როცა ქვეყანას ყველა მხრიდან საფრთხე ემუქრებოდა, იგი საქართველოს ემსახურა, როგორც სამხედრო საქმის შესანიშნავი მცოდნე და სტრატეგი.
თბილისის სამხედრო აკადემიის დამფუძნებელმა და ხელმძღვანელმა, მან ქართველი ოფიცრების მომავალ თაობებს ერთგულებისა და სიმამაცის კეთილშობილური ღირებულებები გადასცა.
1920 წელს, გენერალმა კვინიტაძემ, თბილისის სამხედრო სასწავლებლის კადეტთა დახმარებით, გმირულად აღკვეთა თბილისში ბოლშევიკების, რუსეთის სასარგებლო შემოჭრის პირველი მცდელობა.
1921 წლის თებერვალში, კვლავ დაინიშნა რა შეიარაღებული ძალების მთავარსარდლის თანამდებობაზე, მან ბრწყინვალედ მოახერხა ქვეყანა რუსეთისა და ოსმალეთის იმპერიის განმეორებითი თავდასხმებისგან დაეცვა.
მიუხედავად იმისა, რომ მან ვერ შეძლო, მტრის აშკარა რიცხობრივი უპირატესობის გამო, საქართველოს გამარჯვებამდე მიყვანა, გენერალმა კვინიტაძემ, თავისუფლებასა და სამხედრო დიდებაზე შეყვარებული ახალგაზრდების გმირული თავგანწირვის დახმარებით, საბჭოთა სამხედრო ძალებს შეუპოვარი წინააღმდეგობა გაუწია.
როგორც ფრანგმა მწერალმა რეიმონდ დუგომ მოგვიანებით გაიხსენა : გენერალი კვინიტაძის მეთაურობით წარმოებულმა ურთულესმა კამპანიამ წარმოაჩინა « (…) მათთვის, ვინც ჯერ კიდევ არ იცნობდა, მათი ძლიერი პატრიოტიზმი, საოცარი სიმამაცე და ქართული სამხედრო მახასიათებლები ».
აღნიშნული სიტყვები კიდევ ერთხელ შეგვახსენებს, რომ საქართველოს სიყვარული წარმოადგენს ყველაზე დიდ სიმდიდრეს და ძალას, რომელიც ჩვენი მოლოდინების შესაბამისი მომავლის – თავისუფალი, დემოკრატიასა და სამართლიანი სახელმწიფოს მშენებლობაში დაგვეხმარება.
გენერალ კვინიტაძის მთაწმინდის პანთეონში გადასვენება მოწმობს იმაზე, რომ საქართველო არ ივიწყებს თავის გმირებს და ურყევი რწმენით მიაგებს პატივს მათ ხსოვნას.

C’est un jour historique pour l’émigration géorgienne. Il est symbolique que l’un des fils de l’émigration les plus éminents, le dernier et le plus puissant commandant en chef de la première République démocratique de Géorgie, rencontre une enfant de cette émigration, l’actuel Commandant en chef Suprême et Présidente de Géorgie.
100 ans après votre départ, notre rencontre sur la terre libre géorgienne signifie que vote foi, celle de mon père et de tous les émigrés géorgiens est devenue réalité : la Géorgie est immortelle et le rétablissement de l’indépendance est inévitable ! C’est une croyance qui n’a pas faibli depuis des décennies et qui se justifie aujourd’hui !
C’est pourquoi je suis venue ici aujourd’hui non seulement en tant que petite fille qui se tenait dans l’ombre sous l’impression de vous voir avec les anciens, mais aussi en tant que Commandant en Chef Suprême et Présidente, et donc, votre successeur.
Tout autour de vous aujourd’hui, la Géorgie est unie, c’est-à-dire que le rêve que vous avez eu pendant la guerre et toute votre vie, lorsque vous avez servi de loin l’objectif de la libération et de l’Indépendance de la Géorgie, s’est réalisé.
Aujourd’hui, n’est pas un jour de deuil, mais un jour de victoire plein de nouveaux espoirs !
Je veux que les jeunes générations croient comme vous en l’avenir de notre pays et comprennent l’importance d’être fidèles au service de l’État comme vous l’avez été.

Le Christ est ressuscité! Je voudrais exprimer mes sincères condoléances aux familles qui ont perdu leurs membres pendant la pandémie, car nous avons eu une nouvelle perte aujourd’hui. Permettez-moi également de remercier une fois de plus notre population, qui a pris en considération la situation actuelle dans le pays, les risques possibles et a donné l’exemple d’une grande conscience civique. Cela fait exactement un mois que nous nous sommes réunis ici et, conformément à l’article 71 de la Constitution, nous avons déclaré l’état d’urgence sur l’ensemble du territoire géorgien. Thanks to the State of Emergency, we managed to control the situation to the fullest extent possible and to protect the country from extreme complications at the first stage of the spread. This result is directly correlated with the timely and effective decisions of the Georgian authorities, the well-organized coordination of all government agencies, and the diligent efforts of our doctors. We all agree on the need for this plan, but such a completely legitimate demand should not be a reason to hinder the extension of the State of Emergency. Today is not the time for populism and false promises. Getting out of the current crisis will be severe and tough. No one, even the richest countries, countries much wealthier than us, has either prepared financial resources, nor magical, complex anti-crisis emergency action plans. At this time, it is of vital importance that Georgia managed to and was one of the first to address international financial and other partner organizations. In response to our decisive steps, we obtained a first massive flow of financial assistance, and based on this, a crisis management plan is being developed. We expect that the government will introduce such a plan in the coming days, and I do hope it will respond to the needs of our citizens and of our companies, in need of urgent help from the state. We all should be ready to stand in solidarity. I find it necessary to keep the State of Emergency into effect today, for the purpose of reducing the pressure of the social-economic crisis and of mitigating its outcomes on our population, as an early lifting of limitations could cause untimely and major dangers, such as a new outbreak, according to which we would be forced to stiffen the measures even more. We have no right to make such a mistake. Therefore, upon the submission of the Prime Minister of Georgia, and in accordance with Article 71 of the Constitution of Georgia, I have issued an order on the declaration of a State of Emergency on the entire territory of Georgia to prevent the massive spread of the new coronavirus (COVID-19) and to avoid the imminent threat to the life and health of our population. According to the order, the State of Emergency will remain in force until May 22, 2020. The existing decree will be valid for the same period and does not provide any additional limitations. By taking this decision, we give our country the possibility to successfully pass the difficult path, until the end of the struggle. Up to date, we have taken exemplary steps; we managed to hold the State of Emergency, which did not go beyond its scope. Restrictions did not affect, for instance, the freedom of speech and of the media; it has minimally restricted (in comparison with other countries) human rights, namely the right of movement and gathering. Moreover, everything is being done so that the extension of the State of Emergency bears no negative impact on the timely adoption of constitutional changes, and therefore, on the electoral calendar, and on our democratic path. I do believe that we will manage to show the world that it is absolutely possible that a small state can give an example not only of overcoming this health crisis, but also of emerging out of the economic crisis with new potentials. In the meantime, it can show an excellent example of solidarity. This will be our, everyone’s real victory. |

| სალომე ზურაბიშვილის სიტყვა ინაუგურაციაზე საქართველოს მეხუთე პრეზიდენტმა სალომე ზურაბიშვილმა ფიცის დადების შემდეგ თელავში გამართულ ინაუგურაციაზე სიტყვა წარმოთქვა. ზურაბიშვილის გამოსვლის ტექსტს სრულად გთავაზობთ: „მოგესალმებით, ბატონო პრემიერ-მინისტრო, ბატონო პარლამენტის თავმჯდომარევ, მოგესალმებით, უწმინდესო და უნეტარესო, ჩვენი ერის სულიერო წინამძღოლო, მივესალმები პატივცემულ სტუმრებს, მივესალმები მთელ საქართველოს, ჩვენს აფხაზ და ოს ძმებს! ძალიან ნიშანდობლივია, რომ სწორედ ახლა, როდესაც ჩვენ დამოუკიდებლობის აღდგენის ასი წლისთავს ვზეიმობთ, მე, ემიგრაციაში დაბადებული, გავხდი საქართველოს პრეზიდენტი. ამით შეიკრა ერთგვარი წრე: რუსეთის მეთერთმეტე არმიის შემოსევისა და საბჭოთა ოკუპაციის შედეგად წასული ემიგრაციის შთამომავალი, დღეს, კონსტიტუციით მინიჭებული უფლებამოსილებით, დამოუკიდებლობის დამცველად და უმაღლეს მთავარსარდლად ვბრუნდები. დღეს, როგორც მრავალჯერ თავისი ისტორიის განმავლობაში, საქართველო ისევ გზაჯვარედინზეა, – კიდევ ერთხელ ვდგავართ დიდი გამოწვევების წინაშე. აქ, თელავში, კარგად ჩანს ჩვენი განვლილი გზა – ბრძოლებით, გამოწვევებითა თუ წარმატებებით. ეს ადგილი ქართველი ერისთვის, ერთგვარად, ისტორიული მეხსიერების ბარათია: მეფე ერეკლე იბრძოდა ქვეყნის განვითარებისა და ერთიანობისთვის. მან შექმნა თანამედროვე ქართული ჯარი და გაიმარჯვა არაერთ ბრძოლაში. იგი საფუძველს უყრიდა ევროპული ყაიდის სახელმწიფოს. აქ, თელავში, დაიმსხვრა მეფე ერეკლეს გეგმები, რომლებიც უკავშირდებოდა თანამედროვე სახელმწიფოს შექმნას, ახალი სტანდარტების დამკვიდრებას, ქვეყნის ევროპულ გზაზე დაყენებას. აქ შეჩერდა ჩვენი ქვეყნის განვითარება, – საქართველოს ჩაუკეტეს გზა დამოუკიდებელი, ერთიანი, ძლიერი სახელმწიფოს ჩამოყალიბებისკენ. ეს ბევრმა მიზეზმა განაპირობა, მათ შორის, მტრის განზრახვამ. თუმცა დამოუკიდებლობის აღდგენით დავუბრუნდით ევროპული სახელმწიფოს მშენებლობას, დღეს ჩვენს წინ ისევ გადამწყვეტი ეტაპია. თელავიდან კარგად ჩანს გასავლელი გზა. ქვეყნის გაერთიანება, საზოგადოების დამშვიდება, გაძლიერება და ევროპაში ჩვენი ადგილის დამკვიდრება – ეს არის ჩემი უმთავრესი მიზანი. ჩვენ წლები დავკარგეთ პოლიტიკურ დაპირისპირებაში. მე, პირველ რიგში, თავად მივცემ მაგალითს ჩემს თანამოქალაქეებს და დავარწმუნებ მათ, რომ საქართველოს განვითარებისა და გამთლიანებისთვის ეროვნული თანხმობა არის არსებითად მნიშვნელოვანი. მე გადავწყვიტე, დღეს აქ ჩამოვსულიყავი, აქ დამედო ფიცი და აქედან მიმემართა ფართო საზოგადოებისთვის, სწორედ იმ ადგილიდან, სადაც დამაკლდა მხარდაჭერა. მადლიერი ვარ მათი, ვინც ხმა მომცა არჩევნებში. მადლიერი ვარ „ქართული ოცნების“, რომელმაც, როგორც პრეზიდენტობის დამოუკიდებელ კანდიდატს, მხარი დამიჭირა და ამით დემოკრატიული ნაბიჯი გადადგა. პატივს ვცემ მათ, ვინც ხმა არ მომცა. ისიც ვიცი, რომ სხვადასხვა პარტიას აქვს განსხვავებული პოზიცია, თუნდაც, ჩემი პრეზიდენტად აღიარებასთან დაკავშირებით. თუმცა, დღეიდან, კონსტიტუციით მინიჭებული უფლებამოსილებით ვიღებ პასუხისმგებლობას, ვიყო ყველას პრეზიდენტი, ყველა საქართველოს მოქალაქის პრეზიდენტი. ეს დემოკრატიის მთავარი პრინციპია. ამ პასუხისმგებლობასა და ცნობიერებაზე დგას თანამედროვე სახელმწიფო. მე დავიცავ მოქალაქის უფლებებსა და თავისუფლებებს, ვიქნები კანონის უზენაესობის გარანტი; ვიზრუნებ იმისათვის, რომ გავაძლიეროთ სამოქალაქო საზოგადოება და ავამაღლოთ პოლიტიკური კულტურა. საზოგადოებრივი თანხმობის მიღწევაში მნიშვნელოვანი პოზიტიური როლის შესრულება შეუძლია თითოეულ მოქალაქეს, თავისუფალ მედიასა და არასამთავრობო სექტორს. დღეს, როდესაც გავხდი საქართველოს მეხუთე პრეზიდენტი, ვამაყობ იმით, რომ ჩვენ შევძელით პრეზიდენტის თანამდებობის გადაბარება მშვიდობიანი და ცივილიზებული ფორმით. ამით კიდევ ერთი დემოკრატიული ნაბიჯი გადაიდგა. უნდა აღინიშნოს, რომ დამოუკიდებელი და დემოკრატიული საქართველოს აღმშენებლობის გზაზე ყველა პრეზიდენტმა თავისი აგური დადო: ერთი საუკუნის წინ, პირველი რესპუბლიკის მეთაურებმა იმ დროისთვის თანამედროვე და პროგრესული კონსტიტუცია მიიღეს; უდიდესი როლი ითამაშა ზვიად გამსახურდიამ, როცა დანიშნა რეფერენდუმი და მიიღო საქართველოს დამოუკიდებლობის აღდგენის აქტი; ედუარდ შევარდნაძემ პირველმა გაჭრა გზა ევროპული და ევროატლანტიკური სივრცისკენ; მიხეილ სააკაშვილმა თავისი მმართველობის საწყის ეტაპზე საფუძველი ჩაუყარა არაერთ მნიშვნელოვან რეფორმას; გიორგი მარგველაშვილის პრეზიდენტობის პერიოდში გადაიდგა ნაბიჯები დემოკრატიული პროცესის გაძლიერებისკენ, გამყარდა სტაბილურობა. ჩემი მიზანია, ყველაფერი გავაკეთო იმისათვის, რომ ჩვენი სახელმწიფოს განვითარება, მისი ევროპული მომავალი გახდეს შეუქცევადი და ვერაფერმა ვერ შეაფერხოს ჩვენი მთავარი მიზნის მიღწევა. სახელმწიფოს განვითარების გზა გადის გაძლიერებულ და გაცოცხლებულ რეგიონებზე. ვფიქრობ, ნიშანდობლივია, რომ დღეს პრეზიდენტის ინაუგურაცია ტარდება არა ქვეყნის დედაქალაქში, არამედ ერთ-ერთ რეგიონში, კახეთში, და ეს ჩემი არჩევანია. თანამედროვე, ევროპული ტიპის სახელმწიფო გულისხმობს რეგიონებისა და დედაქალაქის თანაბარ განვითარებას. საქართველოს საყრდენი ისტორიულად ყოველთვის იყო მისი მხარეები და მათი სიძლიერე. ჩვენ შეგვიძლია, ეს ისტორიული გამოცდილება და თანამედროვე ევროპული მაგალითი შევაჯეროთ. საქართველოს რეგიონებში არის ძალიან დიდი პოტენციალი, ამიტომ ჩვენ მათ უნდა მივცეთ მაქსიმალური შესაძლებლობები წინსვლისთვის და გავუხსნათ ახალი პერსპექტივები. ჩემი, და დარწმუნებული ვარ, თითოეული ქართველის ოცნებაა, რაც შეიძლება მეტი ადამიანი, რაც შეიძლება მეტი ემიგრანტი დაუბრუნდეს თავის სოფელს, მიტოვებულ სახლ-კარს. ეს არის საქმე, რომელსაც სჭირდება ძალიან დიდი ძალისხმევა, მუდმივი ურთიერთობა რეგიონებში მცხოვრებ ხალხთან. ისევე, როგორც დღეს ვარ აქ, თელაველებთან, მე ჩავალ ყველა რეგიონში, ვიქნები ჩემს ხალხთან! ქართული საზოგადოება ერთიანია ევროპული მომავლის საკითხის გარშემო. ჩემი არჩევითაც ქართველმა ხალხმა კიდევ ერთხელ ხმა მისცა ევროპულ გზას. ევროპასთან ასოცირების ხელშეკრულებამ, უვიზო მიმოსვლამ ძალიან დიდი პერსპექტივები გაგვიხსნა. დასავლელი მეგობრებისგან, პარტნიორებისგან მტკიცე მხარდაჭერა გვაქვს. ეს პროცესი კიდევ უფრო უნდა დაჩქარდეს. ახალ კონსტიტუციაში ასახულია ქართველი ხალხის ნება – საქართველოს შეუფერხებელი სვლა ევროკავშირისა და ნატოსკენ. მე ჩვენი სტრატეგიული პარტნიორის – ამერიკის შეერთებული შტატებისა და ევროპელი მეგობრების დახმარებით ხელს შევუწყობ ამ პროცესს. ამისათვის გამოვიყენებ მთელ ჩემს გამოცდილებასა და კონტაქტებს საერთაშორისო ორგანიზაციებსა და ევროკავშირში. ჩვენ თანამიმდევრულად გავაგრძელებთ მიზნისკენ სვლას, ღირსეულად გავუმკლავდებით შიდა თუ გარე გამოწვევებს, ბოლომდე მივიყვანთ ქვეყნისთვის მნიშვნელოვან რეფორმებს, კიდევ უფრო გავაძლიერებთ დემოკრატიულ ინსტიტუტებს. დემოკრატიული ცნობიერების ამაღლება ჩვენი ამოცანაა. ჩვენ ევროპაში უთუოდ შევალთ, და უნდა შევიდეთ ჩვენი ღირებულებებით, იდენტობით, კულტურით. ქართველებს შეგვიძლია, მსოფლიოს გამოვადგეთ უძველესი, მდიდარი, თვითმყოფადი კულტურით, რომელიც ქრისტიანობაზე დგას. ქართულ ცივილიზაციას თამამად შეუძლია, დაიმკვიდროს თავისი ადგილი მსოფლიოში. ჩვენი იდენტობა, ისტორიულად, ტოლერანტობაში ვლინდება. სხვადასხვა წარმოშობის, მრწამსის ადამიანებთან მშვიდობიანი თანაცხოვრების ტრადიცია საუკუნეების განმავლობაში მოგვყვება. საქართველო თუნდაც იმით არის ცნობილი, რომ აქ არ არსებობს ანტისემიტიზმის არც ერთი მაგალითი. ტოლერანტობა არის ის, რაც დღეს, გარკვეულწილად, დააკლდა მსოფლიოს. ჩვენ ეს ტრადიცია ისე უნდა გავაძლიეროთ, რომ გავხდეთ მაგალითის მიმცემი. უნდა გავზარდოთ ქართული კულტურისა და იდენტობის ცნობადობა საერთაშორისო არენაზე. კულტურა არის ის, რაზეც დგას სახელმწიფო! ამ მხრივ ძალიან ძლიერი საძირკველი გვაქვს. მას სჭირდება დაცვა, ყოველდღიური ზრუნვა და განვითარება. კულტურას მე ჩემს ერთ-ერთ უმთავრეს პრიორიტეტად ვაცხადებ. კულტურა განათლების გარეშე არ მოიაზრება და მინდა აქ ყველა პედაგოგს, მასწავლებელს ჩემი პატივისცემა გამოვუცხადო, რამეთუ ისინი ზრდიან ჩვენს შვილებს, ანუ ქმნიან ჩვენს მომავალს. მე ვარ პირველი ქალი პრეზიდენტი საქართველოს ისტორიაში. ჩემი პრეზიდენტად არჩევით ჩვენ ვაგრძელებთ ტრადიციას: უფრო შორს რომ არ წავიდეთ, 100 წლის წინ, დემოკრატიული საქართველოს არჩევნებში ქალები თანასწორი უფლებებით სარგებლობდნენ, – არჩეულ იქნა 5 ქალი პარლამენტარი. ეს ევროპაში მაშინ იშვიათობა იყო! დღესაც, ვდგამთ პროგრესულ ნაბიჯს. ეს არის ნაბიჯი, რომელიც ჯერ კიდევ გამონაკლისია მსოფლიოში, სადაც მხოლოდ 11 ქალია პრეზიდენტი. ამით ვამტკიცებთ, რომ საქართველოში ქალების როლი ძლიერდება და თანასწორობა ჩვენთვის უცხო სიტყვა არ არის. საქართველო დიდი გამოწვევების წინაშე დგას. აფხაზეთი და სამხრეთ ოსეთი ოკუპირებულია რუსეთის მიერ. არსებობს საოკუპაციო ხაზი, რომელიც შემოდის ქვეყნის ტერიტორიის სიღრმეში და საიდანაც ჩვენს მოქალაქეებს იტაცებენ. ეს სუვერენული სახელმწიფოსთვის მიუღებელია. ჩვენ ამას არ შევეგუებით! ჩვენს მოსახლეობას სჭირდება მეტი ყურადღება და გაზრდილი უსაფრთხოება. ამ მიმართულებით უფრო მჭიდროდ უნდა ვითანამშრომლოთ პარტნიორებთან და ევროკავშირის სადამკვირვებლო მისიასთან. უსაფრთხოების უფრო მაღალი დონის მისაღწევად გვჭირდება მეტი თანამშრომლობა ნატოსთან. შავი ზღვის უსაფრთხოების გაძლიერება ასევე ჩვენი ერთ-ერთი მთავარი მიზანია. ამ კუთხითაც მეტი, ძლიერი მხარდაჭერა გვჭირდება. მე აქტიურად ვიქნები ჩართული ამერიკელ და ევროპელ პარტნიორებთან მოლაპარაკებებში, რათა რაც შეიძლება მალე მივაღწიოთ დასახულ მიზანს. საქართველოს თავდაცვისუნარიანობა დამოკიდებულია ჩვენი სამხედრო ძალების პროფესიონალიზმზე, მზადყოფნაზე, თანამედროვე აღჭურვილობაზე, მტკიცე სახელმწიფოებრივ ცნობიერებაზე. მე ვუცხადებ სრულ ნდობას საქართველოს შეიარაღებულ ძალებს. გამოვხატავ პატივისცემას ჩვენი ჯარისკაცებისა და ვეტერანების მიმართ. მინდა იყოთ დარწმუნებული, რომ მთლიანად ვიქნები ჩართული შეიარაღებული ძალების თავდაცვისუნარიანობის ამაღლებაში. ჯარის გაძლიერება და ქვეყნის დაცვის უზრუნველყოფა არის ჩემი მიზანი. როგორც მთავარსარდალმა, აუცილებლად უნდა განვაცხადო, რომ ჯარის იდეოლოგიური და პოლიტიკური ნიშნით დაყოფის მცდელობები, რასაც ადგილი ჰქონდა ბოლო პერიოდში, არის სრულიად მიუღებელი. ეს აზარალებს სახელმწიფოს და აძლიერებს მტერს. მე ჩავალ ავღანეთში ჩვენი ქვეყნის ჯარისკაცებთან, რომლებიც ღირსეულად და ზოგჯერ სიცოცხლის ფასად იბრძვიან ჩვენი პარტნიორების გვერდით. ისინი ებრძვიან გლობალურ საფრთხეებს, რომელიც ემუქრება მშვიდობას მსოფლიოში, რეგიონში და ჩვენს ქვეყანაში. მშვიდობა და სტაბილურობა არის უმთავრესი პირობა კაცობრიობის წინსვლისთვის. მშვიდობიანი და სტაბილური კავკასია სჭირდება არა მხოლოდ რეგიონს, არამედ მთელ მსოფლიოს. საქართველომ უნდა გააძლიეროს თავისი პოზიცია კავკასიაში. ჩვენ შეგვიძლია ამ რეგიონში ჩვენი ისტორიული როლის დაბრუნება და ამ პასუხისმგებლობის აღება! რუსეთმა, როგორც კავკასიის მეზობელმა, უნდა გააცნობიეროს, რომ თუ მას საერთაშორისო თანამეგობრობის სრულფასოვან წევრად ყოფნა სურს და ამ რეგიონში ნორმალური ურთიერთობების აღდგენას აპირებს, უნდა დაამტკიცოს, რომ სიტყვიერადაც და ფაქტობრივადაც აღიარებს საერთაშორისო სამართლის ყველა ნორმას. ეს აუცილებელია მის მეზობლებთან თანასწორი და მშვიდობიანი კავშირების დასამყარებლად. საქართველო მდებარეობს რეგიონში, რომელიც მსოფლიოსთვის საინტერესო ეკონომიკური პროექტების განხორციელების შანსებს იძლევა. ჩვენ უნდა გავხდეთ ამ რეგიონში ეკონომიკური უსაფრთხოებისა და სტაბილურობის კერა და ამით გავზარდოთ ქვეყნის მიმზიდველობა. ამისათვის გვჭირდება რაც შეიძლება მეტი ინიციატივა და ინოვაცია. ეს არის ახალგაზრდების დანიშნულება და მოვალეობა ქვეყნის წინაშე და წარმოადგენს რეალურ პერსპექტივას მომავალი თაობისთვის. მთელი ჩემი ძალებით მზად ვარ, გვერდით დავუდგე მათ, ერთად მოვიზიდოთ ინვესტიციები და ხელი შევუწყოთ ახალი იდეების განხორციელებას. ჩვენი საზოგადოების გაძლიერებისთვის უმნიშვნელოვანესია სოლიდარობა, – პირველ რიგში, თაობათა შორის სოლიდარობა, რაც ისტორიულად გვახასიათებდა. ეს არ უნდა დაიკარგოს. ასევე, სოციალურ სოლიდარობაზე დგას ძლიერი სახელმწიფო. იქ, სადაც არის თანაგრძნობა, ერთმანეთის გატანა, მხარდაჭერა, არის სტაბილურობა და იხსნება ყველა გზა წინსვლისკენ. სოლიდარობა ნიშნავს იმას, რომ გვახსოვს და გვერდით ვუდგავართ ყველას, ვისაც თანადგომა სჭირდება: სოციალურად დაუცველებს, მარტოხელა დედებს, შეზღუდული შესაძლებლობების მქონე ადამიანებს. მე ვიქნები ჩვენი დევნილების გვერდით. მე კარგად ვიცი, რაზე დგას მათი ოჯახები – ძალიან დიდ მოთმინებაზე, სიმტკიცეზე და იმედზე! და ეს იმედი გვაერთიანებს! მჯერა, რომ საქართველო გამთლიანდება. უნდა გვახსოვდეს, რომ ოკუპირებულ ტერიტორიებზე ცხოვრობენ ადამიანები, რომლებიც ჩვენი მოქალაქეები არიან, და ისინი უნდა შემოვირიგოთ. ჩვენ აფხაზებთან და ოსებთან გავლილი გზა გვაერთიანებს, ერთმანეთის ნათესავები ვართ, შერეული ოჯახები გვყავს! უნდა მოვნახოთ ახალ თაობასთან მისასვლელი გზები და მათ გავუკვალოთ გზა ევროპისკენ. დღეს, როგორც არასდროს, აფხაზურ ენასა და იდენტობას დაცვა სჭირდება! ჩვენს ქვეყანას სჭირდება დამშვიდება და განვითარება. ჩვენ გვაქვს ძლიერი ადამიანური რესურსი, გვაქვს ეკონომიკური პოტენციალი, მოდის შესანიშნავი, ნიჭიერი თაობა. მთავარია, დავრწმუნდეთ საკუთარ თავში, საკუთარ შესაძლებლობებში და ავიღოთ პასუხისმგებლობა ჩვენს მომავალზე. მე ჩამოვედი, მე დავბრუნდი იმიტომ, რომ ჩემი ქვეყნის მჯეროდა და მჯერა! ჩვენ უნდა გვჯეროდეს საქართველოს მომავლის! დამოუკიდებელი, ძლიერი, თავისუფალი, თანამედროვე, ევროპული, ღირსეული ქვეყანა – ეს არის საქართველოს მომავალი! ღმერთი ფარავდეს საქართველოს!“ |
| Monsieur le Premier Ministre, Monsieur le Président du Parlement, Votre Sainteté et Votre Béatitude, Chers invites, Je salue toute la Géorgie, nos frères abkhazes et ossètes! Je salue nos compatriotes à l’étranger,et en particulier ceux d’entre vous qui êtes venus spécialement pour ce jour pour être parmi nous. Je vous salue avec une émotion particulière, les descendants de la première émigration ! Il est très symbolique que née dans l’émigration, je sois devenue Présidente de la Géorgie précisément aujourd’hui, alors que nous célébrons le centenaire du rétablissement de l’indépendance. Une sorte de cercle s’est formé : descendante de l’immigration constituée suite à l’invasion de la onzième armée russe et à l’occupation soviétique, je reviens aujourd’hui en tant que protectrice de l’indépendance et chef des armées conformément à la Constitution. Aujourd’hui comme maintes fois au cours de son histoire, la Géorgie se trouve à un carrefour, nous devons faire face à de grands défis. Ici, à Telavi l’on peut se rendre compte du chemin parcouru avec des combats, des défis ou des succès. Ce lieu est pour la nation géorgienne , d’une certaine manière, une carte de sa mémoire historique Le Roi Erekle se battait pour l’essor et l’union du pays. Il a créé l’armée géorgienne contemporaine et est sorti vainqueur de plus d’une bataille. Il jetait le fondement d’un Etat de type européen. Ici à Telavi, se sont effondrés les projets du Roi Erekle en lien avec la création d’un Etat moderne, la mise en place de nouveaux standards, l’orientation du pays vers l’Europe. Ici, s’est arrêté le développement de notre pays, – la Géorgie s’est vue barrer la route qui menait vers la formation d’un Etat indépendant, uni, fort. Beaucoup de raisons y ont contribué, entre autes, les actes prémédités de l’ennemi. Pourtant, nous avons repris la construction d’un Etat européen avec le rétablissement de l’indépendance. Aujourd’hui, nous sommes à nouveau face à une étape décisive. La route que nous devons parcourir est bien visible de Telavi. L’unification du pays, l’apaisement, le renforcement de la société et notre enracinement au sein de l’Europe – c’est mon principal objectif. Nous avons perdu des années dans la confrontation politique. En premier lieu, Je donnerai Personnellement l’exemple à mes concitoyens en les persuadant que pour le développement et l’unification de la Géorgie, l’entente nationale est d’une importance capitale. J’ai décidé de venir ici aujourd’hui, de prêter le serment ici et de m’adresser d’ici devant un large public, justement de cet endroit d’où le soutien m’a manqué. Je suis reconnaissante à ceux qui ont voté pour moi aux élections. Je suis reconnaissante au « Rêve Géorgien » qui a soutenu ma candidature indépendante au poste de Président et a entrepris, de ce fait, un pas démocratique. Je respecte ceux qui n’ont pas voté pour moi. Je sais que les différents partis ont des positions divergentes même par rapport à ma reconnaissance en tant que Présidente. A partir d’aujourd’hui et selon la compétence accordée par la Constitution, je prends la responsabilité d’être la Présidente de tous, la Présidente de tous les citoyens géorgiens. C’est le fondement principal de la démocratie. C’est sur cette responsabilité et cette reconnaissance qu’un Etat contemporain repose. Je défendrai les droits et les libertés de citoyen, je serai garante de la primauté de la loi ; je prendrai soin de renforcer la société civile et de rehausser la culture politique. Chaque citoyen, les média libres et le secteur non gouvernementala peuvent jouer un rôle déterminant dans l’atteinte de l’entente publique. Aujourd’hui, je deviens le cinquième Président de la Géorgie, et je suis fière que nous ayons pu transmettre le poste de président d’une manière pacifique et civilisée. De ce fait, encore un pas démocratique a été fait. Il faut noter que sur la voie de la construction de la Géorgie indépendante et démocratique, tous les présidents ont posé leur pierre : Il y a un siècle, les Chefs de la première République ont adopté une constitution moderne est progressiste pour ces temps-là ; Un grand rôle a été joué par Zviad Gamsakhurdia quand il a fixé le referendum et a adopté l’acte de rétablissement de l’indépendance de la Géorgie ; Eduard Shevardnadzé a été le premier à frayer le chemin vers l’espace européen et euroatlantique ; Mikheil Saakashvili a jeté les fondements de plusieurs réformes importantes au début de sa gouvernance ; Pendant la présidence de Giorgi Margvelashvili, des pas ont été faits vers le renforcement du processus démocratique, la stabilité est devenue plus solide. Mon objectif est de tout faire pour que le développement de notre Etat, son avenir européen deviennent irréversibles et que rien ne puisse entraver l’atteinte notre principal but . Le développement de l’Etat passe par des régions plus fortes et revivifiées. Je pense que c’est symbolique que l’investiture du Président a lieu aujourd’hui non pas dans la capitale du pays, mais dans une des régions : la Kakhétie, et ceci est mon choix. Un Etat contemporain de style européen sous-entend un développement équivalent des régions et de la capitale. Historiquement, les provinces et leurs forces ont toujours été le fondement de la Géorgie. Nous pouvons faire mixer cette expérience historique à l’exemple moderne européen. Il y a un grand potentiel dans les régions de la Géorgie, c’est pourquoi nous devons leur donner plus de possibilités d’essor et leur créer de nouvelles perspectives. Mon rêve et j’en suis sûre, celui de chaque Géorgien est que le plus de personnes possibles, le plus d’émigrés reviennent dans leurs villages, dans leurs maisons abandonnées. C’est une cause qui nécessite un grand effort, des relations constantes avec des personnes qui habitent dans les régions. Comme je suis aujourd’hui ici, avec les habitants de Telavi, je me rendrai dans tous les régions, je serai avec mon peuple ! La société géorgienne est unie au sujet de l’avenir européen. Avec mon élection, le peuple géorgien a encore une fois opté pour la voie européenne. L’accord d’association avec l’Europe, la circulation sans visa nous a ouvert de grandes perspectives. Nous avons un soutien fort de la part des amis occidentaux et des partenaires. Ce processus devra être accéléré. La nouvelle Constitution exprime la volonté du peuple géorgien – la détermination de la Géorgie vers l’UE et l’OTAN. Je contribuerai à ce processus avec l’aide de notre partenaire stratégique, les Etats-Unis ainsi que les amis européens. Pour cela j’utiliserai toute mon expérience et tous mes contacts dans les organisations internationales et au sein de l’UE. Nous suivrons avec détermination la marche vers l’objectif, nous ferons face aux défis intérieurs ou extérieurs, nous mènerons à terme les réformes importantes pour le pays, nous renforcerons encore plus les institutions démocratiques. L’élévation de la conscience démocratique est notre objectif. Nous entrerons à coup sür dans l’Europe et nous devons y entrer avec nos valeurs, notre identité, notre culture. Nous, Géorgiens, pouvons être utiles au monde avec notre culture très ancienne, riche, identitaire qui repose sur la chrétienneté. La civilisation géorgienne peut aisément trouver sa place dans le monde Notre identité se traduisait historiquement par la tolérance. Nous avons une tradition de plusieurs siècles de cohabitation pacifique des personnes de différentes origines, de différentes confessions. La Géorgie est connue par l’inexistence de l’antisémitisme, par exemple. La tolérance est quelque chose qui manque aujourd’hui sur la planète. Nous devons renforcer notre tradition pour être exemplaire. Nous devons accroitre la connaissance de la culture et de l’identité géorgiennes au niveau international. Un Etat repose sur sa culture ! De ce point de vue nous avons un fondement solide. Elle a besoin de protection, d’attention journalière et de développement . Je déclare la culture comme une de mes priorités principales. Nous ne pouvons pas parler de la culture sans l’éducation et je voudrais exprimer mon respect envers tous les professeurs car ils élèvent nos enfants, c’est-à-dire ils créent notre avenir. Je suis la première Présidente femme dans l’histoire géorgienne. Avec mon élection, nous poursuivons la tradition : pour ne pas aller loin, il y 100 ans, pendant les élections de la Géorgie démocratique, les femmes bénéficiaient de droits égaux : 5 femmes ont été élues au Parlement. C’était rare en Europe, à l’époque ! Et même aujourd’hui, nous faisons un pas progressiste. C’est un pas qui est encore une exception dans le monde où seulement 11 femmes sont Présidentes. Nous prouvons, de ce fait, que le rôle des femmes se renforce et l’égalité n’est pas un mot inhabituel « étanger » pour nous. La Géorgie se trouve face à de grands défis. L’Abkhazie et l’Ossétie du Sud sont occupées par la Russie. Il y a une ligne de démarcation qui se trouve à l’intérieur du territoire du pays et d’où nos citoyens sont enlevés. Ceci est inadmissible pour un Etat souverain ! Nous ne le tolérerons plus ! Notre population a besoin de plus d’attention et d’sécurité accrue. Nous devons coopérer plus étroitement dans cette direction avec nos partenaires et l’EUMM. Nous avons besoin de plus de coopération avec l’OTAN pour avoir un plus haut niveau de sécurité. L’un de nos objectifs est le renforcement de la sécurité dans la Mer Noire. Je serai impliquée activement dans les négociations avec nos partenaires américains et européens pour que nous puissions atteindre notre objectif le plus rapidement possible. La capacité de défense de la Géorgie dépend du professionnalisme, de la préparation, de l’armement moderne, de la conscience étatique solide. Je déclare toute ma confiance aux forces armées de Géorgie en exprimant mon respect envers nos soldats et nos anciens combattants. Soyez persuadés que je serai entièrement impliquée dans le renforcement de la capacité de défense des forces armées. En tant que Chef des Armées, je dois déclarer que les tentatives de division de l’armée idéologiquement et politiquement qui ont eu lieu dernièrement sont totalement inadmissibles. Ceci affaiblit l’Etat et renforce l’ennemi. Je me rendrai en Afghanistan auprès de nos soldats qui combattent dignement et parfois au péril de leurs vies aux côtés de nos partenaires. Ils combattent les dangers qui menacent la paix dans le monde, dans la région et dans notre pays. La paix et la stabilité sont les principales conditions pour le développement de l’humanité. La région, ainsi que le monde entier a besoin d’un Caucase pacifique et stable. La Géorgie doit renforcer sa position dans le Caucase. Nous pouvons reprendre notre rôle historique dans cette région et reprendre cette responsabilité ! La Russie en tant que voisin du Caucase, doit prendre conscience, que si elle veut être un membre à part entière de la communauté internationale et envisage de rétablir des relations normales dans cette région, elle doit prouver qu’elle reconnaît toutes les normes du Droit International. Ceci est nécessaire pour établir des contacts équitables et pacifiques avec ses voisins. La Géorgie se trouve dans une région qui donne des possibilités de mise en œuvre des projets économiques qui intéressent la planète. Nous devons devenir le foyer de cette sécurité et stabilité économique dans cette région et accroitre, de cette manière, notre attractivité. Pour cela, nous avons besoin de plus d’initiatives possibles. C’est la but et l’obligation des jeunes envers notre pays et cela représente une perspective réelle pour la génération future. Je suis prête à être à côté d’eux, avec toutes mes forces, afin d’attirer ensemble les investissements et encourager la réalisation de nouvelles idées. Le renforcement de la solidarité est très important pour notre société, et en premier lieu, la solidarité entre les générations , qui nous caractérisait historiquement. Ceci ne doit pas être perdu. De même, l’Etat fort repose sur la solidarité sociale. Là où il y a la compassion, l’entraide, le soutien, il y a la stabilité et tous les chemins sont ouverts pour l’essor. Solidarité veut dire que nous nous souvenons de tous et que nous sommes aux côtés de tous ceux qui ont besoin de la compassion : les démunis, les mères seules, les handicapés. Je serai aux côtés de nos déplacés. Je sais très bien quel est le sort leurs familles – Ils font preuve de patience, de solidité et d’espoir ! Et cet espoir nous unit ! Je suis persuadée que la Géorgie sera unifiée. Nous devons nous souvenir que les personnes qui habitent sur les territoires occupés sont nos citoyens et nous devons nous réconcilier avec eux. Le chemin que nous avons suivi avec les Abkhazes et les Ossètes, nous unit, nous sommes parents les uns et les autres, nous avons des familles mixtes ! Nous devons trouver les voies nous menant à la nouvelle génération et en leur ouvrant le chemin vers l’Europe. Aujourd’hui, comme jamais, la langue et l’identité abkhazes ont besoin de protection. Notre pays a besoin d’apaisement et de développement. Nous avons des ressources humaines puissantes , nous avons du potentiel économique, une excellente génération douée arrive. L’essentiel est de prendre confiance en nous-mêmes, de prendre conscience nos propres capacités et de prendre la responsabilité de notre avenir. Je suis arrivée, je suis revenue car j’avais confiance dans mon pays et j’ai la confiance ! Nous devons avoir confiance en l’avenir de la Géorgie ! Pays indépendant, fort, libre, moderne, européen, digne – c’est l’avenir de la Géorgie ! Que Dieu protège la Géorgie ! |
| Below is the official translation of Zurabishvili’s inauguration speech as provided by her office: “Mr. Prime Minister, Mr. Chairman of Parliament, Your Holiness, Spiritual Leader of our Nation, Excellencies and Distinguished guests, My fellow Georgians, my fellow Abkhazian and Ossetian brothers, My fellow compatriots living abroad, in particular those who came for this occasion and are here with us today. I want to take this moment to welcome those who represent the descendants of our first political emigration. It is a powerful symbol that I have become President of Georgia as we are celebrating the 100th anniversary of Georgia’s independence. History’s circle has turned. A descendant of Georgia’s first emigration, forced into exile following the Soviet Red Army’s invasion has returned to this country to be sworn in as commander-in-chief. As many times throughout its history, Georgia stands at the crossroads. Once again, we are facing great challenges. Telavi, the place we are gathered embodies this country’s history: its battles, its challenges and its achievements. The place I have chosen is somehow regarded as a historical “memory card” for the Georgian Nation. King Erekle fought for our country’s development and unity. He created the modern Georgian army and won numerous battles. He laid the groundwork for the creation of a modern European nation. But it is also here in Telavi, that King Erekle’s plans to create a modern state, establish new standards and put our country on the path towards Europe, were shattered. It is here in Telavi that the country’s western progress was halted. Georgia’s opportunity to develop as an independent, united and strong country was blocked. Many factors were involved, including foreign interference. Nevertheless, after restoring independence Georgia resumed its journey towards building a truly European state. We are now in a critical phase of this development. Standing here in Telavi, our way forward is also clearly visible. Uniting the country, pacifying society, strengthening and establishing our place in Europe – these are our primary goals. We wasted too many years in political divisions. As President, I will lead by example. I will demonstrate to my fellow citizens that national consensus is of utmost importance for Georgia’s development and unification. It is not a political coincidence if I decided to take the oath of office in this city. I have decided to address the wider society from the very place where I failed to win a majority of votes in the election runoff. I am thankful to everyone who trusted me with their vote in the elections. I am grateful to the “Georgian Dream” party for supporting me as an independent presidential candidate. In doing so, it took a vital democratic step towards a Presidency that strives to stand above the fray of party politics. I respect voters who did not cast their ballot for me. I am also aware that different parties have taken controversial positions, even regarding my recognition as President. Regardless, I have a constitutional duty to be the President of all Georgians, to be the President of every citizen of Georgia from this day forward. Inclusiveness is of the main principles of democracy. The modern state is based on the premise that an elected President is duty-bound to serve each and every citizen. I will do everything in my power to guarantee individual rights and freedoms. I will defend the rule of law. I will strive to strengthen civil society and further improve the country’s political culture. But we should all work in the same direction. The independent media, the non-governmental sector, and every citizen can and should play a positive role in building a more united country. Today, I have become the fifth President of Georgia. I am proud that the transition and transfer of power processes were managed in a peaceful and orderly fashion. In this regard, we have taken an additional step in this country’s democratic history. I want to emphasize that all previous Presidents have made a contribution towards the creation of an independent and democratic Georgia: One century ago, the leaders of the First Republic adopted a constitution which was regarded as modern and progressive for the time. President Zviad Gamsakhurdia played the greatest role when he called for a referendum and proclaimed the act restoring Georgia’s independence from the Soviet Union. Eduard Shevardnadze was the first to initiate the path towards Europe and the Euro-Atlantic space. Mikheil Saakashvili, during the first stage of his presidency, laid the foundations of numerous significant reforms. During the presidency of Giorgi Margvelashvili, new steps were taken towards strengthening the democratic process and reinforcing stability. My promise is to take all necessary steps to make our country’s democratic development and its European future irreversible. Nothing can nor will hinder my determination to achieve these objectives. The development of a modern state rests upon strong and lively regions. I made a defining decision in this regard. I choose to hold the presidential inauguration, not in the capital of Georgia, but in one of its regions, in the region of Kakheti. A modern, European country requires the balanced development of the regions and the capital. Throughout our history in fact, Georgia’s provinces were its pillar and underpinned its strength. We should merge this historical experience with the modern European example. The regions of Georgia have great potential. It is therefore important that we maximize regional opportunities for progress and open up new prospects. My dream, a dream shared by all Georgians, is that as many people as possible, as many emigrants as possible, will return to their villages, to their abandoned homes. This is an issue which entails great effort. It is premised on preserving ongoing relationships with those who live in those regions. Just as I am here today, with the people of Telavi, I will come to every region throughout my presidency. I will be with my people. Georgian society is united around the issue of its European future. By electing me, the Georgian people yet again voted for the European path. The EU association agreement and visa liberalization have opened up great opportunities for us, and we have solid support from our western friends and partners. This process should be accelerated. The will of the Georgian people is expressed in the new Constitution: a forward path towards the European Union and NATO. Together with our strategic partners – the United States of America and European nations – I will take this process forward. I will make use of all my experience and contacts in international organizations and the European Union to achieve our common purpose. We will consistently take active steps to reach those aims. We will deal with internal and external challenges honorably, accomplish reforms important to our country, and consolidate democratic institutions. Our goal is to reinforce our democratic credentials and become an increasingly mature democracy. We will join Europe. But we must join Europe with our values, our identity and our culture. We Georgians, with our ancient, rich and unique culture, based on Christianity, can make a contribution to the world. Georgian civilization can and should proudly take its place on the international stage. The essence of Georgian identity is tolerance. Throughout centuries our tradition has been one of peaceful co-existence with religious and ethnic minorities. Georgia is uniquely known for never having experienced antisemitism. Because we live in a world where tolerance is increasingly challenged, we should strengthen this tradition of tolerance to inspire others. With this in mind, we should make Georgian culture and identity better known. Culture is what a nation is based on. While our culture provides a strong foundation, it needs to be protected and attended to. Culture will be one of my main priorities. But culture without education is unthinkable. I therefore want to express my deepest respect to all teachers and educators. You are those who raise our children. In other words, you hold our future in your hands. I will be the first woman president in the history of Georgia. By electing me as President, we have demonstrated that Georgia is a progressive nation. 100 years ago, in the first elections of democratic Georgia in 1918, women enjoyed equal rights. 5 women were even elected as members of Parliament. These were exceptional achievements even by European standards. Today, we have broken a new glass ceiling in Georgia’s longstanding history of women’s rights. We have taken another bold step – an example which still stands out as an exception in a world with only 11 sitting women Presidents. By taking this historical decision, we confirm that the role of women in Georgia is expanding. We demonstrate that equality is not a strange word. Georgia is up against big challenges. Abkhazia and Tskhinvali* are occupied by Russia. The occupation line penetrates deeply into our country’s territory. Our citizens are abducted every day by a foreign power. This is unacceptable for any sovereign state. We will not tolerate this. People living in these areas need more attention and security. We need to achieve a higher level of security. For this reason, we continue to closely cooperate with our partners and with the European Union’s Monitoring Mission. Cooperation with NATO needs to be increased and strengthened. Reinforcing security in the Black Sea region is also one of our main priorities and will entail a higher degree of support from our western partners. I will be actively involved in negotiations with our American and European partners to achieve our long-espoused goals as soon as possible. Georgia’s defense capability depends on the professionalism of its armed forces, on their operational readiness and on modern equipment. Strong national unity is a political condition for all of the above. I have the deepest admiration and full confidence in the armed forces of Georgia. I respect our soldiers and veterans. I want you to be sure that I will be fully involved in increasing the defense capabilities of our armed forces. Reinforcing the army and enhancing the defense of our country is my priority. As Commander-in-chief, I condemn all recent attempts to divide the army on ideological and political grounds. They are totally unacceptable. Such actions damage our country and strengthen our enemy. I will visit our soldiers in Afghanistan who fight side by side with our foreign partners. They are fighting against global challenges which present a threat to international, regional and national peace and security. Our soldiers fulfill their mission with dignity. Some have paid the heaviest price by giving their life in this battle. Peace and stability are the main preconditions for the advancement of human society. A peaceful and stable Caucasus is necessary, not only for this region, but for the entire world. Georgia will have to strengthen its position in the Caucasus. We can regain our historical role in this region. We should shoulder our share of this collective responsibility. As our neighbor in the Caucasus region, Russia has an obligation to fully recognize and implement international law and internationally recognized borders. That is the condition for it to be accepted as a full member of the international community and normalize relations in the region. That is the condition for it to establish equal and peaceful relations with its neighbors. Georgia is located in a region that offers opportunities to implement interesting economic projects. We have to become the regional center of economic security and stability. To achieve this aim, it falls upon us to make our country even more attractive. To implement this vision, we will need more initiative and innovation. This is the function and the obligation of our youth towards this country. This presents a positive prospect for the next generation. I am ready to support them fully by helping to attract foreign investment and promote the implementation of new ideas. Keeping our society together entails solidarity. Solidarity between generations has been a historical trait of this Nation. It should not be lost. Social solidarity is a prerequisite of a healthy and stable society. Where there is mutual compassion, assistance, and support, there is stability. And with stability comes opportunities. Solidarity means that we remember and support those who need to be cared for: vulnerable people, single mothers, people with disabilities. I will stand with our refugees. I will stand with those families whose children have only heard about their roots from their parents. I know only too well the values that help these families survive – immense patience, steadfastness and hope. This very notion of hope is what binds us together as a society. I do believe that Georgia will restore its territorial integrity. We have to remember that our fellow citizens are living in occupied territories. It is our duty to find a way forward and strive for reconciliation. We have a long shared history with both Abkhazians and Ossetians. We are relatives. We have families in common. We have no alternative but to find a way forward to help future generations in these regions. Today, as never before, the Abkhazian language and identity need protection. Our country needs to stabilize and develop. We have strong human resources, economic potential, and a talented new generation. But we have to believe in ourselves and our abilities, and take responsibility for our future. I came to Georgia, I came back to Georgia, because I believed in my country. I believe in it now more than ever. It is our national duty to believe in Georgia’s future: an independent, strong, free, modern, tolerant and European country. That is the future of Georgia!
